3 Implementation of Apprenticeship Scheme-An Overview Directorate of Vocational Education & Training (DVET) is attached office of Skill Development, Employment, Entrepreneurship & Innovation Department of Government of Maharashtra at state level Responsible for Implementation, Monitoring and Co-ordination of Vocational Training Schemes viz. Craftsman Training Scheme & Apprenticeship Training scheme run by MSDE, GoI and Vocational Education Schemes of Ministry of Education, GoI . Responsible for Implementation and monitoring of Apprenticeship Act,1961 in the state. Regional Directorate of Skill Development & Entrepreneurship ( RDSDE) is attached office of Ministry of Skill Development & Entrepreneurship, Government of India at state level -Supports and coordinates for Implementation and monitoring of Apprenticeship Act,1961 in the state. In the coming years, India will be biggest supplier of skilled workforce to the world

4 Apprenticeship Act The Apprentices Act, 1961 was enacted with the following objectives: To meet the increasing demand for skilled craftsman. Regulating the program of training of apprentices in the industry. Sr. No. Year Event 1. 1961 Apprentices Act was enacted in 1961 and implemented w.e.f . 1.3.1962 . Applies to whole of India. 2. 1973 Inclusion of Graduate and Diploma Engineers as "Graduate" & "Technician" Apprentices . 3. 1986 Inclusion of the 10+2 vocational stream as "Technician (Vocational)" Apprentices. 4. 1992 Apprenticeship rules, 1992 5. 2014 Inclusion of service industries ie non-engineering occupations. Doing away with imprisonment for non compliance and limiting the penalties to fine only. 8 The Apprentices Act 1961 Important Definitions Section 2 aa ) “apprentice" means a person who is undergoing apprenticeship training in pursuance of a contract of apprenticeship; (r) “worker” means any persons who is employed for wages in any kind of work and who gets his wages directly from the employer but shall not include an apprentice referred to in clause( aa );

Provisions and legalities The Apprentices Act 1961 Contract between establishment and apprentice is mandatory and to be verified by concerned Apprenticeship Advisor Contract Concerned apprenticeship advisor regulates contract, claims, any special request like night shift, overtime etc. Regulations Mandatory stipend to be paid to apprentices (INR 5,000 – INR 9,000) per month as per the Minimum Prescribed Stipend Stipend Basic Training (classroom training) On-the-job training (on the shop floor/ live work) Training INR 500 per shortfall of apprenticeship per month for first 3 months add thereafter, INR 1,000 per month till such seats are filled up Penalty clause

Benefits for employers * Schedule VII of the Companies Act specifies the activities which companies can undertake under CSR activity. Skill Training is covered in item no. (ii) of Schedule VII . # As per OM – MSDE-10(1) /2020-AP(PMU)/-Pt, states that the companies can also undertake skill training from their CSR funds over and above the requirement under the Apprentices Act

National Apprenticeship Promotion Scheme (NAPS) – Extending financial assistance to establishments National Apprenticeship Promotion Scheme (NAPS) launched in August 2016; financial benefits extended by Government of India. Subsequently NAPS 2.0 is launched in 2023 to provide financial assistance to establishment by providing DBT to apprentices as financial benefit. Sharing of 25% of the prescribed stipend, subject to a maximum of INR 1,500 per month per apprentice, through DBT

Current Scenario- Maharashtra State Supply Side * ASI report 2019-2020 & Economic Survey of Maharashtra 2022-23 Approx 10% drop-out after Secondary Education. Approx 1.50 lac ITI Trainee from 950+ ITIs. Around 6 lac students graduating from General Graduation courses Around 3 lac diploma and engineering graduates every year.

Role of TPAs Establish a bridge between Supply and Demand Side. Create buzz of Apprenticeship scheme in Establishments and handle all process of Apprenticeship lifecycle for the company. Maintain all the compliances of Apprenticeship Act. Monthly Reporting to RDSDE and achieving target of 2 lakh certified apprentices. Decreasing the difference between approved and completed contracts. Achieving 100% certification of completed contracts.

Apprenticeship Lifecycle

Maharashtra Apprenticeship Promotion Scheme (MAPS) Government Resolution of Skill Development, Employment and Entrepreneurship Department No.ITI-2020 / Pra.No . 127 / Vyashi-3, dt.03.06.2021, it has been approved to implement “Maharashtra Apprenticeship Promotion Scheme (MAPS)” in government, semi-government and private establishments to increase and encourage engagement of apprentices under apprenticeship training scheme. Under Maharashtra Apprenticeship Promotion Scheme 75 per cent of the stipend payable to the apprentices or maximum of Rs.5,000/- per month, which is less will be allowed to the apprentices by Government of Maharashtra. Way forward Make awareness of the amendments of the Act and Rules to the Industries. Identify new industries and encourage them to engage apprentices. Encourage existing establishments to engage apprentices as per the amendment Act. Time bound registration of contract. Encourage industries to adopt optional trades also. Make awareness campaign at district level in the industrial cluster. Wide publicity at State Level.
