CHAPTERS PRELIMINARY LIST OF QUALIFICATIONS AND DURATION OF THE COURSES ESTABLISHMENT OF POST-GRADUATE MEDICAL INSTITUTIONS, STARTING OF NEW POSTGRADUATE MEDICAL COURSES AND MAINTENANCE OF STANDARD OF MEDICAL EDUCATION ADMISSION, COUNSELLING, ETC TRAINING, ETC ROLE OF UNIVERSITIES DEPARTMENT, UNITS, FACULTY AND SENIOR RESIDENTS EXAMINATIONS SANCTION AND PENALTY MISCELLANEOUS AMENDMENTS, SAVING CLAUSE AND REPEAL

Recognition of Mental Health of Postgraduate Students It is heartening to note that the ongoing debate over mental health of postgraduate students has been recognised by the NMC and the same has been reflected in the form of acceptance of reasonable working hours in a day for postgraduate students. Although the working hours have not been fixed, it has been very clearly expressed in the PGMER-23 that the postgraduate students will work for reasonable hours in a day and will be provided reasonable time for rest in a day.

Period of Training set up an Academic Cell , under the Chairmanship of a senior faculty member structured training programmed shall be written and strictly followed Dynamic e-log book-updated on a weekly basis (PG students from 2023-2024 batch onwards, digitally) PG guide to assess and authenticate on a monthly basis

Training (x) A post-graduate student of a degree course in broad specialty/super specialty will do at least one of the following to make him/her eligible to appear in his/her final examination a . Poster presentation at a National/Zonal/State conference of his/her speciality ; b. Podium presentation at a National/Zonal/State conference of his/her speciality ; c. Have one research paper published/accepted for publication in journal of his/her speciality as first author .

Requirement for PG students Online course in Research Methodology (BCBR) in the first year Good Clinical Practices / Good Laboratory Practices (whichever is applicable) in the first year Basic Cardiac Life Support & Advanced Cardiac Life Support in the first year DISTRICT RESIDENCY PROGRAMME 03 Months (50 bedded hospital) 3 rd or 4th or 5th semester These new courses will be conducted by the institution Moreover, it will now be mandatory for all medical institutions to submit the DRP posting details of the students to PGMEB of the NMC within 1 week of completion of the DRP All the PG students admitted from 2021 and after will have to complete courses before appearing in the examination

Q- Where can students be posted for the DRP? PG students can be posted in Public sector/Government- funded District Hospital, Community Health Centre (CHC), Primary Heath Centre (PHC), Sub-Health centre, Urban Health Centre and Community Outreach System in a District, etc as per the PGMER-2023 for training require. However, posting in any post-graduate medical institution or super speciality hospital is not permitted. Q- Can PG students be posted in ESIC hospitals under DRP? Yes, PG students can be posted in those ESIC hospitals which are not running any post graduate medical institutions or Super Speciality hospitals.

Q- Can students be posted in other States/ UTs under the DRP? In case all the Post-graduate Residents of a State/UT cannot be absorbed within their respective state/union territory, they can be posted to other States/ UTs with mutual agreement of respective Governments after the approval of the Post-Graduate Medical Education Board (PGMEB) of National Medical Council (NMC).

Leave Rules for Post-graduate PG students are now entitled to 20 days of paid leave ( casual leave ) per year Academic paid leave of 5 days per year One weekly holiday Female post-graduate students-maternity leave as per govt rules Male post-graduate students -paternity leave as per govt rules

Q- How much leave is allowed for Post-graduate students? Weekly one- day off (subject to exigencies of work). In addition, they are eligible for twenty days paid casual leave. Five days academic leave per year, if availed by a students will be counted as duty. Thus, a students is entitled to 52 weekly offs and 20 paid casual leave per year . Q- If a post-graduate student avails long leave, when can they complete the course? When can they appear in the examination? For Three- Year Course: Total days in a three- year course will be 1095 days . So the total working days will be 939 days after deducting weekly offs (52 x 3 years= 156 days). A student will require 80% attendance of working days (I.e 751 days of 939 days) for appearing in the examination. However, period of training will be extended by the same number of days for which maternity/paternity leave and total excess of casual leave have been availed in three years.

EXAMINATIONS For both Formative (Medical college/institution) & Summative Assessment (University) Theory, Clinical/Practical and Viva Voce. University – gap between two not less than 04 and more than 08 months . Examiners: 03 years as a recognised Postgraduate Guide Min 04 examiners 02 internal and 02 external among external 01 should be from out of state. Appointment of examiner Not more than 02 consecutive year regular examination .

EXAMINATIONS Methodology: Degree course Theory- Descriptive answer, MCQ or Mix Four theory paper : 01 st Paper Basic medical and 04 th paper recent advance Theory examination shall be conducted well in advance before the clinical examination. Clinical/Practical and viva voce : one long case and two short cases, (OSCE)

CRITERIA FOR THEORY EVALUATION PG teachers who are eligible to be postgraduate examiners, of the other colleges of the concerned University or other Universities two valuations by the concerned University average of the total marks awarded by the two valuators for the paper difference between two valuations is 15% and more subjected to third valuation average of the best two total marks, awarded by the three evaluator for final result No revaluation is permitted once the result has been declared All the Health Universities/Institutions imparting post-graduate courses shall implement digital valuation.

Marks for Degree University PG degree Theory 400 (4 x 100) Passing minimum for theory 200/400 (40% minimum in each paper) Practical 400 (300 for practical and 100 for Viva) Passing minimum for Practical/Clinical including Viva Voce 200/400

Passing criteria: not less than 50 % include as below 1. Theory paper: 50% aggregate ( each paper not less than 40 %) 2. Practical and viva voice : 50 % If any candidate fails even under one head, he/she has to re-appear for both Theory and Practical/Clinical and Viva voce examination. No GRACING ALLOWED

Q- How will dissertations be evaluated, and what is the process for viva voce examination? Five percent (20 marks) of the total marks of Clinical / Practical and Viva Voce marks will be for dissertation/thesis and it will be part of clinical/practical examination (Clinical/Practical- 280 marks; Dissertation/Thesis- 20 marks; Viva Voce- 100 marks). External examination outside the state will evaluate dissertation/thesis and take vice Voce on it and marks will be given on quality of dissertation/thesis and performance on its viva Voce. This regulation will be applicable for all those students appearing in the forthcoming post-graduate examinations.

Few Key focuses of PGMER-2023 Have acquired a spirit of scientific inquiry and is oriented to the principles of research methodology and epidemiology; Have acquired the basic skills in the teaching of medical and paramedical professionals; Acquire basic management skills in human resources, materials and resource management related to health care delivery, general hospital management, principal inventory skills and counselling ; D evelop personal characteristics and attitudes required for professional life such as personal integrity, sense of responsibility and dependability and ability to relate to or show concern for other individuals; Become an exemplary citizen by observing the highest standards of professional ethics and working towards fulfilling social and professional obligations to respond to national aspirations.
