Context The Party’s viewpoint 6 th Party Congress (1986): renovation “Đổi mới” – expand cooperation 7 th Party Congress (1991): Diversifying relations 8 th Party Congress (1996): Integration first appeared in Party’s documents: Building an open economy, integrating into the region and the world. 9 th Party Congress (2001): Proactively integrate into the international and regional economy 10 th Party Congress (2006): Proactively and actively integrate into the international economy while expanding cooperation in other fields. Strengthen international cooperation in education. 11 th Party Congress (2011): proactive and active international integration Resolution No. 22-NQ/TW (2013) on International Integration. Resolution No. 29-NQ/TW (2013) on comprehensive and radical education reform for the country’s industrialisation , modernisation and international integration.

Context Policies 1998: Education law 2000: Decree 06/2000/ND-CP on foreign cooperation and investment in health care, education and research. 2001: Decree 18/2001/ND-CP on establishment and operation of foreign cultural and educational institutions in Viet Nam. Decision 201/2001/QD-TTg on Education Development Strategy for 2001-2010; 2004: Decree 165/2004/ND-CP on management of international cooperation in education. 2005: Education Law revised. 2006: Decree 75/2006/ND-CP on teaching and learning foreign languages 2009: Education Law revised, stating that the education system must meet international integration requirements.

Context Policies 2012: Decision 711/QD-TTg approving education development strategy for period 2011-2020, aiming to bring Vietnamese education internationally integrated. 2012: Decree 73/2012/ND-CP on foreign cooperation and investment in Education (joint training included). Higher Education Law. 2016: Decision 40/QD-TTg dated 7 January 2016 on approving the overall international integration strategy until 2020 with a vision to 2030. 2018: Higher education Law, revised. 2018: Decree 86/2018/ND-CP on foreign cooperation and investment in Education (replacing Decree 73) and now under revision. 2022: Decision 667/QD- TTg approving the Strategy for foreign cooperation and investment period 2021-2030 2023: Decision 308/QD- TTg approving the plan of action to implement the Strategy for foreign cooperation and investment period 2021-2030

International faculty and students to Viet Nam… Curricular internationalisation : advanced programs (37), joint training programs (408), international projects: HEEAP, BUILD-IT, USAID … curricular mapping , articulation agreements , credit recognition and transfer, HANU 2002.
