Concept Rationale Mathematics has a vital part in the lives of students according to the George W. Bush Institute. It offers students job choices across many content of areas of sciences, technologies, engineering and mathematics. It helps to promote critical thinking and address student difficulties. This make them successful in the future in various ways.

Numeracy, the ability to understand and work with numbers, is a fundamental skill that plays a crucial role in our daily lives. From managing finances to making informed decisions, numeracy skills are essential for individuals to function effectively in modern society. However, not everyone possesses a strong foundation in numeracy, and some individuals may be classified as "non-numerates," meaning they struggle with basic numerical concepts and calculations. In Lambunao National High School where this study will be conducted, the researcher observed that many students were non-numerates even they were already in Grade 10. Feedbacks from Mathematics Teachers anchored with the results of the Enhanced-Regional Unified Numeracy Test (E-RUNT) showed that almost 10% of the total population were non-numerates. In view of this condition, the researcher opted to conduct this study to determine the effectiveness of the “MATH-U-SEE”, an Intervention Program designed by the researcher in which she will be using manipulatives and video instruction in teaching mathematics. Moreover, from the results of this study, the researcher hoped to allay the number of non-numerates at Lambunao National High School . Concept Rationale

Objective of the Study This study is intended to determine the effectiveness of “MATH-U-SEE”, an Intervention Program on the numeracy skills of learners based on the pretest-posttest result of the Enhanced-Regional Unified Numeracy Test (E-RUNT).

Statement of the Problem Specifically, it sought to answer the following research questions: 1. What are the numeracy skills of learners before and after exposure to the Intervention Program? 2. What are the numeracy skills of learners before and after without treatment of an Intervention Program? 3. Is there a significant difference in the numeracy skills of the learners exposed to the treatment compared to those who were not before and after an Intervention Program?

Methodology Research Design The quasi-experimental design will be used to collect quantitative data. This research will use the two-group pretest-posttest of the quasi-experimental research design. Locale of the Study The study will be conducted in Lambunao National High School, Ladrido St., Poblacion Ilawod , Lambunao, Iloilo.

Methodology Respondents of the Study The respondents of this study will be the non-numerates from the last 3 sections of Grade 7 learners determined based on the result of the pre-test using the Regional Unified Numeracy Test (RUNT) that was conducted last second week of September 2023 of Lambunao National High School for the school year 2023-2024. They were described as non-numerates based on the adopted tool (RUNT). Learners were considered non-numerates if they did not answer 80% of the adapted tool correctly. They will be grouped into two, the experimental and the control group.  

Sampling Technique The participants will be selected using a stratified random sampling technique and match-pair sampling design. Methodology

The projected output in this study will be the “MATH-U-SEE”, an intervention program designed by the researcher. In this program, the teacher will make use manipulatives and video presentation in teaching to include one-on-one and peer tutoring in order to address the numeracy deficits of the non-numerates.
