Objectives To promote “Vocal for Local” Vision of GoI . To provide a market for the local/Indigenous products. Opportunity to railway passengers to experience the rich heritage of India and to buy local/Indigenous products. Additional income opportunities for the marginalized sections of society. Scope Railway will provide outlets-fixed stalls/Kiosks, portable stalls/trolleys at railway stations for showcasing, selling and giving high visibility to Indigenous/local products.
Identifying and approving products The products identified for a particular station needs to be local/Indigenous to that place/area/region. Products categories- Handicrafts/Artefacts Textiles and Handlooms Traditional Garments Local agricultural produce/Processed/semi processed foods. Products should not infringe upon the scope of existing licensees of catering units. Geographical Indicator tagged items should be given preference. List of Stations & products should be approved by DRM.
Identifying and approving OSOP Outlets The number, location & type of OSOP Outlets shall be approved by DRM. Standardized OSOP outlets will be constructed by Zonal Railways as per designs provided by National Institute of Design, Ahmedabad and approved by Railway Board. Number & location of OSOP Outlets may be decided based on following factors. Congestion on platforms avoided. Safety of passengers ensured. Promoting the overall objective of scheme. Other Units required for passenger amenities including revenue generating ones like catering units, MPS, etc.
Eligibility Criteria of OSOP Outlets Selections of participants in the OSOP Outlets should be done considering that the benefit of this scheme must reach the marginalized sections . Priority shall be given to the following:- Holder of Artisan/Weaver ID card. Individual Artisans/ Weaver/ craftsmen enrolled/ registered with TRIFED/ NHDC/ KVIC etc. Self Help Groups registered PMEGP (Prime Minister’s Employment Generation Programme ) Marginalized or Weaker sections of society. Individual craftsmen Artisans/Weavers etc associated with registered micro enterprises on the Udyam Portal of the Ministry of MSME and NGOs. Individuals/Craftsmen Organisations , etc. State artisans associated/weavers with Social Govt. bodies, etc. Note :- TRIFED-Tribal Cooperative Marketing Development Federation of India Limited. NHDC- National Handloom Development Corporation. KVIC- Khadi and Village Industries Commission.
Allotment process of OSOP Outlets. Applications may be invited by respective divisions in leading newspapers, social media, banners at Railway stations etc. for the temporary allotment of OSOP Outlets. A drop box shall be placed outside the office of Station Manager. The applicant may submit an application with eligibility documents and contact number in drop box. Register of such applicants shall be maintained date/time wise. A Standing Committee of Station Manager, nominated official of Divisional associate finance and Commercial Inspector of the section will scrutinize the applicants under OSOP policy and recommend the names of all intended beneficiaries to Sr. DCM for approval. A priority roster will be made of all approved participants. A priority roster will be made based on the priority roster for a maximum period of 15 days only in one spell. Allotment letter is issued after payment of license fee.
Registration fee and other charges The objective of this scheme is not to earn revenue for Railways but to showcase and promote the indigenous products and provide opportunity to earn livelihood through skill development of the local artisans, weavers, craftsmen/craftswomen etc. A nominal registration fee of Rs 1000/- (Inclusive of GST) on lump sum basis for allotment period of 15 days. For NSG-4, NSG-5 and NSG-6 stations registration fee will be Rs 500 (inclusive of GST) for a 15 days period with the approval of DRMs subject to justification (low footfall, stall viability, etc ). DRMs are delegated powers to decide allotment of an OSOP outlets- Maximum- 03 Months= As per prevailing local conditions/requirements. Minimum -07 Days = During Fair/festivals, License fee will be Rs 100/ day. A maximum of 20 units of electricity per OSOP outlet shall be permitted for one spell of 15 days as basic facilitation subsumed in the registration charges. For additional units the applicable charges shall apply on actual consumption basis .
Nodal Officer Station Level- The concerned Supervisory Station Manager, sectional CMI in case of supervisory SM is not posted at that Station, will be the single contact for all applicants. Divisional Level- Sr. DCM/DCM In charge. Zonal Level- CCM/PS or any SAG commercial officer as nominated by PCCM to be the nodal officer for this scheme will oversee its implementation at the Zone. Continuous supervision and monitoring will be done to ensure that there is no deviation from the objective envisaged in this policy.
Termination/Exit Clause OSOP Outlet allottee violates any terms and conditions of this scheme, allotment will be terminated & 24 Hrs given to vacate the OSOP Outlet. Sr. DCM may ban such type of allottee on the gravity of violation. The allottee may be allowed to exit option with prior notice. Registration fee once paid will be not refunded.
General Instructions A maximum of 2 salesmen per outlet (including platform vendor) along with the allottee may be permitted in one shift. Statutory compliances like FSSAI norms, Waste Management, pollution control, etc. should be ensured. Biodegradable materials should be encouraged for packaging of the items sold through these outlets. In case of food items, proper hygiene and quality needs to be maintained Computerised billing and facility for cashless transactions viz. POS/Swipe machines, BHIM, UPI, payment wallets etc. may be encouraged. The staff/salesman/exhibitor must carry Identity Card/authority issued by the Divisional Railway Authority following the due procedure. T he allottee should give undertaking before commencement of the OSOP Outlets for maintaining cleanliness, safety of Railway operations and passengers, not doing/engaging in any activity that may tarnish the image of Railways or cause damage to the Railway Property etc.
