BACKGROUND Responsibilities of the Parties under MOA PARTIES shall convene and form a Technical Working Group within one month from the signing of MOA. TWG shall be represented by technical staff from Central and Regional Offices that will lead the training program, and serve as national coordinators in the conduct of the national program. PARTIES shall mobilize their regional and local counterpart to serve as trainers/coaches in the formulation/barangay development plan PARTIES shall formulate a guideline on the conduct of the roll-out training to barangays PARTIES shall ensure the attendance of the respective representatives to conduct regular meetings, the schedule of which shall be agreed upon by all parties. Special meetings may be scheduled as the need arises. PARTIES shall share agency resources such as but not limited to training facilities and manpower as determined necessary to carry out the activities and objectives.

A man had studied martial arts for many years when he decided to seek the tutelage of the great Master to perfect his craft. Meeting with the Master for the first time, he told the old man of all his accomplishments and knowledge, leaving hardly a space for the Master to respond.
The Master got up and gathered cups and a pot of tea. The Master began to pour the tea, starting with his guest’s cup, while the man continued talking of all he had learned, hoping to impress the teacher with his skill and understanding.
The Master poured tea very slowly, and kept going even when the liquid reached the top of the cup. At first the student didn’t say anything, but when the tea began to cover the whole tray he couldn’t stand it any longer.
“The cup is overflowing, You must stop pouring!” The Master observed, “This cup is like you. You are so full of the knowledge you have gained, you don’t have room for any more.” “If I am to teach you anything, you must first empty your cup”.
