Panchayati raj system A three-tier structure of the Indian administration for rural development is called Panchayati Raj. The aim of the Panchayati Raj is to develop local self-governments in districts, zones and villages. The first panchayati raj system is in Nagpur city in rajasthan . Bill of panchayati raj system Bill introduced in sep 1990 Amendment bill ( lok sabha ) in sep 1991 Bill passed emerged as the 73 rd constitutional amendment act 1992. The Act added Part IX to the Constitution, “ The Panchayats ” and also added the Eleventh Schedule which consists of the 29 functional items of the panchayats . Part IX of the Constitution contains Article 243 to Article 243 O. 4

Decentralization Decentralization is popularly known as Panchayati raj in India. Decentralization of power to the Panchayats is seen as a means of empowering people and involving them in decision making process. 5

Democratic decentralization Democratic decentralization is the  process of devolving the functions and resources  of the state from the centre to the elected representatives at the lower levels so as  to facilitate greater direct participation of citizens in governance. The word ‘”democratic’’ is derived from the Greek root – ‘’ kratos ‘’ means authority and demos means - the people 6

Meaning of panchayati raj The word raj means "rule" and panchayat means "assembly" ( Ayat ) of five ( Panch ). It is a democratic structure at the grass-roots level in India. The system has three  levels : 1. Gram Panchayat (village level), 2.Mandal Parishad or Block Samiti or Panchayat Samiti (block level), 3. Zila Parishad (district level). 10

Why panchayati raj system is required ? The main goal of panchayat raj system is to implement “” decentralization of power “ It is a form of local self government in rural areas . It is to implement democracy at the grass root level. 11

Gram panchayat Gram Panchayat is a basic village governing institute in Indian villages. It is a democratic structure at the grass-roots level in India. i t is a political institute, acting as cabinet of the village. The Gram Sabha work as the general body of the Gram Panchayat 13

Gram panchayat Gram panchayat consist of a village or a group of village divided into smaller unit called wards. The member of the gram sabha elect the ward member through a direct election . The sarpanch or the president of the gram panchayat is elected by the ward member as per the state act. 14

Powers of gram panchayat Gram panchayat’s power is to exercise over institution and functionaries in all social sector . Gram panchayat’s power is to control over local plans and resources for such plans including tribal sub-plans. 2.Block panchayat A panchayat samiti (block panchayat) is a local government body at the tehsil level. The panchayat samiti is the link between the gram panchayat and the district administration . This body work for the village of the tehsil that together are called development block As per jan 2019,there are 630 zila panchayats,6614 block panchayat and 253163 gram panchayats in India . 18

Functions of block panchayat Implementation of scheme for the developnment of agriculture infrasture . Establisment of primary health centre and primary school. Supply of drinking water,drainage and construction . Establisment of youth organisation . 19

Source of income land and water use taxes, professional taxes, liquor taxes and others income-generating programmes grants-in-aid and loans from the state government and the local zila parishad voluntary contributions 20

3.Zila panchayat The Zila Panchayat or District Council or Mandal Parishad or District Panchayat is the third tier of the Panchayati Raj system functions at the district levels in all states. A Zila Parishad is an elected body. Block Pramukh of Block Panchayat are also represented in Zila Parishad. 21

Function of zila panchayat Supervises the working of the Panchayats and the Block Samitis. Acts as a link between the  Panchayat  and the Block Samitis. Advises the State government on the working of the Panchayati Raj system. Approves the budget of the Block Samitis and distributes funds among them. 22

Case study Una is a Municipal Council city in district of Una, Himachal Pradesh. The Una city is divided into 11 wards for which elections are held every 5 years. The Una Municipal Council has population of 18,722 of which 9,851 are males while 8,871 are females as per report released by Census India 2011. 25
