TRAFFIC OFFICER An independent authority who will not be influenced by any party/ organization: Right to take decision on the movement of RSEs and Working in CRO area. Right to approve/ cancel access permits. Responsible to act in case of emergency in CRO area. Maintain direct communication with RSD, CRO TM, LC operator and Maneuverer.

Pre Work Briefing Every time a group needs to work on or near the track, a Flagman/look out sets up a Safe System of Work to make sure nobody is put in danger by on-rail equipment. The group supervisor and HSE Officer/Supervisor will brief about the safety arrangements and precautions. This briefing should include: The nature and location of the work The access route and route to site The limits of the site and how they are defined the lines at the site, their speed limit, direction for the on-rail equipment Frequency and Movement of on site Equipment The best means of emergency communication Hazards at the site such as on-rail equipment How you are protected from on rail equipment.

Safety Distance in the Work Area The two major aspects of CRO Work Area are the Danger Zone and Safe Zone . The Danger Zone The Danger Zone is place less than 1.5 meters horizontally from the nearest rail track. A Safe Place A safe place is a place where a person and their equipment cannot be struck by rail traffic . Minimum safe distance of 1.5 mtr . From the nearest rail . Visitors Safety CRO induction is mandatory for all visitors. Mandatory PPEs to be used. When VISITORS are occupying “B” and “C” area must be notified to Traffic Officer by using the form “Access to Main Line” ( Form B3 ) to obtain authorization. If they stay at “A” area such action is not necessary. Visitors will be issued visitor’s Badge and they will be escorted by CSCEC SK E&C JV / Subcontractor CRO TM or his representatives. Safe Use of Tools & Equipment Follow these requirements when placing tools: 1. Do not leave tools, equipment, materials, or other objects in the following places: • Near tracks • Between the rails of tracks • In places where people might trip over them • In places where they could affect the function or integrity of safety appliances • In places where they could be knocked off or could fall off and injure someone 2. Trip and Fall Hazards Follow these precautions to avoid objects and obstructions: Objects like personal belongings, tools and materials. Tracks, sleepers and ballast layers Holes, openings and utility trenches Beware of trip and fall hazards and protect yourself from trip and fall injuries. CRO Induction: 10 November 2020 , Rev-AA
Ascending / Descending to/ from Rail Wagon Always climb/ descend from the rail wagon when it is in stopped condition. Follow ladder safety rules while climbing/ descending from the rail wagon: Maintain three point contact Face the ladder while climbing / Descending Check the landing surface to avoid any objects that can create trip and fall injuries. Demarcation of Work Area Red lights (during night time)/ flags during day time shall be installed at both side of the work area at 300 meter distance. Two yellow flags at both sides 100 meter away from red signal / flags will be installed. Look out(s) will be appointed to control train movement and employees working in the work area. Lookouts A dedicated person of the Work Team (Lookout), will be responsible for: Train sighting and in case the train coming on the working track, To give order to remove equipment and leave the Work Area for a distance of min. 1.5 mt. He will be in possession of air horns, whistles and red flags. He will not leave the work area unless another trained, dedicated look out is appointed. All workers should remove their personal belongings and stay at safe zone upon the notification by look outs. CRO Induction: 10 November 2020 , Rev-AA
Poor Visibility Conditions CRO TM will ensure that the work is carried out in proper visible conditions.(300m) More lookouts will be appointed by CRO TM if the visibility is Lessor than 300 m. Work will be stopped if the visibility is less than 150. CRO Induction: 10 November 2020 , Rev-AA
Temporary Storage of Materials During the execution of track works, temporary storages may be defined for storing material and equipment along the track line. In particular, the storage will be away, at a distance of minimum 1.5 mtr from the closest rail. In the case of temporary ballast storage, there are following limitations: For storage between rails of the same track: Minimum distance from rails: 20 cm; Maximum height from rail level: 5 cm; For storage along the side of the track or in the area between two tracks: Minimum distance from the internal side of the closest rail: 60 cm; Maximum height from rail level: 20 cm; Each CRO TM is responsible to inspect their own storage area and ensure the material is being stored at the required distance / clearance away from the track. Train Sighting Trained lookouts shall be assigned for train sighting at the work area. Once the train is sighted, lookouts shall be giving order to the work group to remove materials and to stay at safe distance i.e at least 1.5 meter away from the track. In case the work group is not able to remove the materials from the track area look out will stop the train till the materials are cleared and work group is positioned at a safe distance. One the train is passed, the lookout will provide all clear message to work group to continue their tasks. Hand signals (using red flags) shall be provided by look outs to stop / move the trains. Wagon Faults on mainline RSD will immediately inform TO through radio. RSD will instruct his assistant to install red flags/ red lights at 300 meters of either side of the wagon. Necessary maintenance shall be carried out immediately to clear the track. Movement after the repair shall be informed to TO . CRO Induction: 10 November 2020 , Rev-AA

In case of accident RSD/CRO TM involved in the accident or incident, immediately stop the work and/or the RSE movement RSD/CRO TM will report the accident to TO immediately ,will inform about the RSE position (Chainage) and will wait for the reply TO will stop all other RSE circulation (If needed) TO will coordinate all operation for the relief effort RSD/CRO TM isolate the area if RSE/Work Train involved the adjacent track Do not alter or remove any items from the scene of the accident until investigation is completed Apply JV Accident / incident investigation and reporting procedure Contact Project Emergency Number 0581028466 for any medical help Submit preliminary report within 4 hours following the accident and final investigation report within a month with corrective and preventive action taken The TO will give new movement permission to all RSD, after investigation and confirming from that there is no obstacle to circulation RSE. Signaling in the Emergency Area EMERNGENCY AREA 300 M 300 M CRO TM/ RSD will ensure correct positioning of RSE. CRO TM/ RSD will remain with the work equipment at all time of operation. In case CRO TM is away team supervisor or the appointed person will ensure emergency signalling. The RSE in transits on sighting these signals will stop their train movement and wait for specific instruction from TO. RSD who has been involved in any activity (track lying, unloading or rails, levelling and ballast profiling etc), upon noticing the signal of an emergency (Red flag/ red lights) on the track / work area will stop the train including work equipment and contact TO. On the way the RSD may stop to board workers present on the track as advised by TO (if man carrier facility available) CRO Induction: 10 November 2020 , Rev-AA

General Safety instructions to work in CRO area Never walk on the rail, never walk ballast to ballast; Keep clear of Rail track Keep clear from turnout rails as they could move at any time. Access in CRO area/ movement of RSE will be with valid access permit and after obtaining necessary CRO trainings. No one shall pass between two Rolling Stock Equipment or Work Trains unless there is appropriate clearance. No one shall cross the tracks within 5 m behind the Rolling Stock Equipment / Work Train. No one shall pass between the cars / wagons Never leave any materials on track or near the track. Keep minimum 1.5 meter distance. TM to ensure that no materials/ tools left on / near the track before leaving the site. Maintain good housekeeping. Do not board on RSE wagons while they are in motion. Man carrier car and as authorized by the Rolling Stock Driver to be used for the transportation of workers in RSEs Man carrier should include platform, handrails and steps. General Safety instructions to work in CRO area No incorrect use of electrical equipment, no cables shall be laid across the track. Trolley only is used for equipment or material transferring; do not carry men. No sleeping / resting of people on the track or close to the track. Use proper wheel chocks when Rolling Stock Equipment / Work Train are stopped on the track. Rolling Stock Driver must ensure hand brakes are engaged every time when the locomotive is stopped. Ensure personnel safety at all times No Access permit - No work. No smoking is allowed on site. Intoxication is prohibited . STARRT briefing to be carried out everyday prior to start the work shift . Team Manager / Team Supervisor must ensure the same. Understand all Safety Signs, Flags, warning lights (displayed in the work area). CRO Induction: 10 November 2020 , Rev-AA
