‹#› LOCAL COUNCIL FOR THE PROTECTION OF CHILDREN (LCPC) LCPC A council organized at the provincial, city, municipal and barangay level that serves as the umbrella organization of all children’s concerns.

‹#› LEGAL BASES Establish Councils for the Protection of Children Articles 359 and 360 of the Civil Code of the Philippines (1949) Every barangay council shall encourage the organization of a Local Council for the Protection of Children (LCPC) Article 87 of Presidential Decree (PD) 603 - Children and Youth Welfare Code (1974) Creation of a Council for the Protection of Children in cities and municipalities Republic Act 4881 enacted in 1967 Local government units (LGUs) to establish their respective LCPC, and to allocate at least 1% of their internal revenue allotment (IRA) for its strengthening Republic Act No. 9344 (2006) “Juvenile Justice and Welfare Act”

‹#› FUNCTIONS OF THE BCPC Establish and maintain an updated and disaggregated database on children; Prepare an Annual Work and Financial Plan; Make recommendations to the barangay on policies and PPAs relative to children for inclusion in the comprehensive and annual development plan of the Barangay; Perform functions related to its mandate; Document the barangay’s PPAs and accomplishments on children; Coordinate its efforts with the concerned barangay officials and higher level LGU; Conduct of advocacy activities; and Organize the necessary documents needed by the concerned IMTF.

‹#› FUNCTIONS OF THE C/MCPC Formulate, develop, coordinate, monitor and review all local policies (to include BCPC prepared and issued policies), ordinances, plans, programs, and activities and ensure mainstreaming in the local development agenda; Prepare an Annual Work and Financial Plan; Establish, maintain and update a disaggregated database on children; Conduct advocacy activities; Conduct capability-building activities for all stakeholders on children; Provide assistance to children in need of special protection; Document good practice/s on children; Coordinate and consult with other LCPCs, LGUs and other regional and national authorities with respect to policies and PPAs on children; Organize the necessary documents needed by the concerned IMTF; and Conduct the CFLGA, through the LCPC IMTF annually.

‹#› ROLE OF THE LCPC SECRETARIAT Coordinate with LCPC members; Prepare agenda for the LCPC; Prepare minutes of the LCPC meeting; Follow-through action points and agreements from the LCPC meetings; Consolidate AWFPs of various departments related to LCPC plans (provinces, cities, and municipalities); Maintain and update relevant data/information/document of the Council; Prepare accomplishment report of the LCPC; and Monitor services and programs related to LCPC.

Regular Quarterly Meetings Two Special Meetings and/or as the need arises ‹#› MEETINGS AND ACTIONS BY THE LCPC Meetings shall be presided by the Chair or the Vice-Chair. In the absence of both, the members present constituting a quorum shall elect among themselves the presiding officer with a majority vote.

‹#› MEETINGS AND ACTIONS BY THE LCPC When budgetary proposals are being considered, the Chair must be present.   All resolutions for endorsement by the LCPCs to the local Sanggunian and other authorities - including the AWFP and its accompanying documents - shall be approved by a majority of its members constituting a quorum, excluding the Chair. In case of a tie, the Chair shall make the deciding vote.

For HUC IMTF, functions of City IMTF shall be applied. The heads of the agencies at the Provincial/HUC level shall form an advisory group to oversee the activities of the Provincial/HUC IMTF. The advisory group shall be chaired by the DILG PD/CD and Co-Chaired by the P/CSWDO. ‹#› FREQUENCY OF ASSESSMENT AND SUBMISSION OF REPORT Accomplished LCPC Consolidated Form 001-D and LCPC Consolidated Form 001-E shall be submitted to the Office of the Secretary, through NBOO using email address [email protected] on or before May 15 of every year, copy furnished the RSCWC. 3 The DILG Regional Office shall consolidate accomplished LCPC Consolidated Forms 001-A, 001-B and 001-C using LCPC Consolidated Form 001-D and shall accomplish LCPC Consolidated Form 001-E to be noted by the DILG Regional Director. 2 Monitoring of the LCPC functionality shall be conducted every 1st quarter of every year . The period to be assessed shall be the preceding year. 1
