Enlisted Leadership Training
Command Delivered Enlisted Leadership Training: There are four command-delivered enlisted leadership
courses which are required to be completed by E4, E5, E6, and Chief Petty Officer Selectees. Chief Petty
Officer Selectees must complete both Phase One and Phase Two of the Chief Petty Officer Selectee
Leadership Course (CPOSLC) prior to frocking. PO1 and PO2 Selectees must complete Phase One of the
PO1SLC and the PO2SLC respectively, prior to frocking, and then complete Phase Two prior to the date of
the first advancement pay increment of the examination cycle. PO3 Selectees must complete the 24-hour
POSLC prior to frocking. These courses empower commands to provide structured leadership training at
the deckplate level. The courses are based on MCPON’s - Mission, Vision, Goals and Principles (MVGP)
guidance and the Navy Leadership Competency model in addition to the Navy SORM, Navy regulations, and
instructions. Command Trainers are to use their SORM and other command specific policies as cited material
for inclusion in the course material. This allows commands to outline a path for success in the new ranks, and
provides mentoring opportunities and content for leaders and Sailors. Commands are required to document
selectees’ completion of training using the Fleet Training Management Planning System (FLTMPS) Learning
Event Completion Form (LECF). Training Officers needing access to the LECF can obtain it by calling the

These courses are designed to be delivered by senior enlisted personnel with comprehensive knowledge of
the command, the Navy’s infrastructure, instructions, and policies. Command-delivered enlisted leadership
training provides command leadership an invaluable opportunity to clearly articulate unique leadership
requirements, expectations and performance standards of the selectee’s new rank.
The integration of the command performance standards and fundamental leadership skills within the
curriculum increases our capability to better prepare leaders for the future. The format of command-delivered
training uses instruction designed to leverage the student’s experiences in an open discussion forum.
NAVADMIN 272/08 outlines the requirements for commands and the waiver process.
The command-delivered enlisted leadership course names and their corresponding FLTMPS numbers are
listed below:

• Petty Officer Second Class Selectee Leadership Course: CPPD_LEAD09-002
• Petty Officer First Class Selectee Leadership Course: CPPD_LEAD09-003
• Chief Petty Officer Selectee Leadership Course: CPPD_LEAD09-004
The Chiefs Mess Training Course (CMT) consists of ten modules of additional leadership training that is
standardized for all Chiefs Messes. This training is designed to be delivered on a monthly basis commencing
in October and culminating in July. FLTMPS documentation is not required for this training.
The Leadership Core Continuum (LCC) consists of six modules, each targeting additional Leadership topics
not covered in the Selectee Leadership Courses. These modules are intended as enhancements to the
Selectee Leadership Courses. Documentation of completion for these courses is also accomplished via the
FLTMPS LECF. The course numbers for the LCC modules are listed below:
