Implementation of NSS Programme
Regular NSS Activities:
Minimum of 120 hrs in each year
First Year in NSS
:- 20 hrs. in orientation on NSS
:- 20 hrs. at Colleges Campus
:- 20 hrs. University initiated activities
:- 60 hrs. in Community / Adopted area projects- Two Projects
(project / activity should not less than 20 hrs & more than 60 hrs)
Second Year in NSS
:- 20 hrs. at Colleges Campus
:- 20 hrs. University initiated activities
:- 80 hrs. in Community / Adopted area projects- Two Projects
(project / activity should not less than 20 hrs & more than 60 hrs)

Special Camping Programme :
•7 Days Residential Camping for 50% of allocated strength.
•A Village/Adopted area
•As per the Direction of NSS Regional Centre, Youth Affairs
& Sports Ministry, Government of India, the Number of
days of Special camping is reduced from 10 days to 7 days,
though the budgetary allocation will be a fallows.
 

Functioning at College NSS Unit level
•A Unit of 100 Volunteers with One Programme Officer
•Enrolment of Volunteer
•Formation Group & Sub Group Leader
•Orientation of Volunteers
•Leadership Training to the Leader & Group Leader
•Physical facilities
•Office
•Cupboard
•Notice Board
•Table / Chair
•Space for keeping NSS dead stock

Size of ONE NSS unit
•A Unit of 100 Volunteers with One Programme Officer
•Policy letter in connection with Strength of NSS unit
received from Ministry of Youth Affairs & Sports New
Delhi for necessary Compliance.
 
•In this regard all Universities in Maharashtra are
requested to ensure that strength in each NSS unit
must be of 100 NSS Volunteers . Having less than 100
Volunteers per NSS unit is a violation
 of the
guidelines
 of the National Service Scheme. 

Uniformity in composition of NSS Units
(refer F.No.N-14046/2/2022-NSS dated 11
th
July 2022)
•As directed, it has been observed
  that the NSS Units being operated
with less than 100 volunteers per unit, which is in violation of the
guidelines of NSS Manual-2006.
•The NSS Unit of College must consist 100 NSS Volunteers per unit,
however, the strength can be extended up to 120 volunteers in
exceptional cases where second unit cannot be raised due to constraints
•A smaller NSS unit can be started with the total strength of at least 75
NSS Volunteers in exceptional cases where full unit of 100 volunteers
cannot be raised due to some constrains.
•Further, the Directorate of NSS has commented that due to less number
of volunteers in NSS unit, resulting certain disadvantages in performing
of Regular Activities and 7 days special residential camping.

NSS SCHEME……
•NSS is designed to be a two years programme
•No one should continue for the third year in NSS
•No one should be enrolled in first year & then third year of
degree Programme leaving gap of one year.
•Fresh T.Y. Students should not enrolled
•The Volunteers should be enrolled for a continuous period
of two years.

Orientation of NSS Programme Officers
•It is mandatory that every NSS Programme
Officer has to undergo the training within one
year of his/her appointment as programme
Officer. He/She will not continue as
Programme Officer without
orientation/training within the stipulated
period. Therefore, he/she must report to the
training orientation centre for orientation
when he/she is called for.

FINANCIAL PATTERN

The National Service Scheme (NSS)
has been made a Central Sector
Scheme with effect from 2016-17
onward – fully funded by the
Central Government

The Ministry of Youth Affairs and Sports
has allocated 3000 more NSS units all
over India (3000 X 100 = 30,000
Volunteers)
has been increased from the year 2022-
2023- approved by the Ministry of Finance
and Union cabinet respectively

The allocation of NSS volunteers for
2022-2023 has been increased from
36 lakh to
39 lakh
by the Ministry of Youth Affairs and
Sport and approved by the Ministry
of Finance and Union cabinet
respectively

Sources of NSS Funds
Government Grants – Central Govt.
From Bank interest on unspent Grants if any
Contribution from Colleges
Projects from Govt. / Semi Govt. / Corporation bodies / NGO / etc.
•Some special project directly financed by the Government & Non-Govt. agencies.
• All the NSS Fund should be kept in saving Bank separate account. If should not mixed with
College accounts. This will also speed up to prepare the audited statements.
• The accounts of Special Camping programme and Regular activities will be maintain
separately.
•The funds released / received for the NSS activities should be use for the NSS activities
•NSS funds are provided out of Public Funds. Hence, the account/accounts books should be
open for inspection.

Separation of Accounts
•The Funds received as a NSS Grants will be kept
in a separate saving accounts in a nationalized
Bank solely for NSS.
•Accounts of Special Camping and Regular
activities will be maintained separately.
• the accounts of NSS grants will be maintained
separately for making the accounts easy and
timely.
•The integration of NSS accounts with the
institutional accounts should be avoided as it
delay the submission of NSS accounts.

SPECIAL CAMPING PROGRAMME
•Government grant- Central Government (For 7 days residential camp)
•As per the Direction of NSS Regional Centre, Youth Affairs & Sports Ministry,
Government of India by Circular No. F.No. 16/ POL/NSS/ RC/2008/473-499
Dated 20
th
October 2008, the Number of days of Special Camping will be
reduced from 10 days to 7 days, though the budgetary allocation will remain
same as that of 10 days.
•As per the Direction of Joint Secretary to the Government of India, Ministry
of Youth Affairs & Sports D.O letter No. G-20011/2/2022-NSS dated 11

grants of 7 days Residential Camp from Rs. 450/- to Rs.700/-

Appointment of NSS Programme Officer
•One Programme Officer will be in-charge of one Unit only.
•One Unit consists of 100 NSS Volunteers.
•A Programme Officer should be appointed for three year extendible for 4

year.
•The Programme Officer must attend Orientation Course with in 3 months
of his/her selection.
•NSS Programme Officer without orientation will continue to work as
Programme Officer if, he/she is not trained with in stipulated period i.e.
One year.
•The College must depute the Programme Officer whenever invited on
duty, for meeting /seminar/ workshop etc. Organised by University/State
NSS Cell/Central NSS Cell/ETI.

Functions of NSS Programme Officer
•Plan the Regular activities & Special Camping Programme as per the guideline.
•Insure the NSS Volunteers complete the regular hours & 7 days Special Camp as per
requirements
•Conduct the Orientation of NSS Volunteers
•Making a sub-group and assign definite task & targets & Projects to each groups
•Insure the basic aim of the NSS – Personality Development, Interaction with Society and
Community. The NSS Volunteers as well as community are benefited from the NSS activities
•Maintain the various records of registers
•Responsibility for the equipments & purchased out of NSS Fund
•Spending the grants as per administrative & financial directives
•Deputation of Volunteer for various programme.
•Submission of various periodical reports to NSS Co-ordinator, NSS State Liaison Officer & NSS
Regional Centre
•Insure the timely submission of accounts (audited)
•Co-ordinate with Government & Non-Government agencies with out loosing NSS identity
•Convene the College NSS Advisory Committee meeting & send the minutes to The Programme
Co-cordinator
