Hon Hakeem Olaogun Dickson was appointed as the Director
General of the Lagos State Safety Commission on 30
th
of
September, 2016 and his appointment was confirmed by the
Lagos State House of Assembly on the 12
th
of January, 2017.
He was sworn in by His Excellency, the Governor of Lagos
State, Mr Akinwunmi Ambode on the 19
th
of June, 2017.

JOURNEY TO VISION ZERO LAGOS STATE SAFETY COMMISSION

The Lagos State “Vision Zero” movement started after the
Director General LSC speaks at the just concluded XXI World
Safety Congress in Singapore, and was honored to partake in the
launch of “Vison Zero”.

JOURNEY TO VISION ZERO IS NOT A REVOLUTION BUT AN EVOLUTION

For Lagos State, “Vision Zero” is not about the numerical target of zero
accidents, but rather;

1.A mindset that every workplace injuries, accidents and ill – health
are preventable.

2.It calls for a mindset shift, from focusing on individual fault finding
to one that is centered on solutions to prevent work injuries and ill –
health in the Workplace.

There must be Mutual Commitment from Business Owners,
Leaders, Workers and employers.

Policies, Planning, Procedures and Practices must be adhered
to by all.

i.To work towards a Zero harm in any workplace
ii.To ensure all employees go home in the same state as
they came to work.
iii.That all should feel safe on the road and the workplace

i. That all employees play an important role in decisions relating to
Health, Safety and wellbeing.
ii.All management must be highly visible in acting on employees
Occupational Health & Safety issues
iii.Any action or hazard raised must be dealt with immediately and
relayed back to employees and other stakeholders

Vision Zero Initiatives
I.Facilitate Mindset Change Through Vision Zero
Leaders

Leaders play a critical role in effecting the mindset change as
they are in the best position to engage and empower their employees
towards Vision Zero. Leaders who are passionately committed to Vision
Zero could serve as role models for other leaders to encourage greater
cross learning and sharing of best practices, as well as to nurture more
and better Workplace Safety Health leaders. The leaders could also work
through WSH initiatives within the respective companies’ business
activities to influence communities.
“The leadership commitment provided by senior leaders in a
company is the fundamental requirement for achieving excellence
in Workplace Safety Health performance.”

“When the leaders and management team of a company view Workplace Safety
Health as a priority, it inadvertently shapes the company’s culture towards
embracing Workplace Safety Health as a way of life. This is the key, only when it
is a way of life, it becomes the norm.”
I would like to distinguish “leadership” from “management”. Management
looks at oversight and maintenance of systems. Leadership goes beyond that
to influencing behaviors and eventually the organizational culture.
Leadership is about pushing boundaries, communicating a compelling WSH
vision, making WSH expectations clear, being involved in key decisions on
WSH issues, being positive and supportive of WSH efforts through the
provision of resources, and creating and insisting on a safe, healthy and
caring company culture. It is a constant demonstration of dedication towards
safety and health by the leadership team and all others in the organization.

2. Identify Hazards –
Control Risks.

Risk Assessment serves as the
essential tool for the timely and
systematic identification of
hazards and risks and to
implement preventive actions.
Accidents, injuries, and near
misses should be evaluated.

3. Develop Targets –
Develop Programmes.

4. Ensure a safe and
healthy system – Be well
organized.

Systematically organizing
occupational safety, health and
wellbeing in your enterprise is a good
idea. It pays off and is easy.

5. Ensure safety and health in
machines, equipment, and
workplaces.

Safe production facilities, machines
and work – places are essential for
working without accidents. Health
effects have to be considered as well.

6. Improve qualifications –
Develop competence.

Invest in the training and
skills of your employees, and
make sure that the required
knowledge is available at every

Vision Zero should be viewed as a journey rather than a
destination. Considering that it would take time to adopt the Vision
Zero mindset, it would be important to develop performance
measures to track progress and facilitate regular reviews. These
measures should include both leading indicators as well as outcome-
based indicators

Early efforts should be focused on achieving support
and buy-in from the industry. The use of well designed projects
as pilots could help provide the compelling economic and moral
case for Vision Zero.
II. Provide a compelling case for Vision Zero

The “Five E’s” of Vision Zero
The “Five E’s” are a common framework used in safety
to categorize the types of projects and improvements that will
lead to systemic change. These are namely:
Education
Engineering
Encouragement
Evaluation
Enforcement

We encourage Businesses to incorporate two more E’s–
“Engagement and Equity” as they work toward a Vision Zero
program that is inclusive, impactful, and transparent. Keep in
mind that all the categories of recommendations are interrelated
and interdependent.
VISION ZERO CANNOT BE ACHIEVED WITH A FOCUS
ON ONLY ONE OF THE E’S ALONE.

Provide behavioural education for:
• Safe working modes.
• Training needs for competency.
• Public safety messaging campaigns.
Education:

• Adopt and include complete design elements into
the Improvement of the Program.
• Almost immediately, high – risk locations can be
addressed with easy to implement solutions, such as
signal timing, high – visibility paint, and signage.
Engineering:

• Promote safety events.



• Ensure adequate instructions in key locations of
public/workplaces.




• Provide way – finding systems such as network
maps and directional signages.
Encouragement:

• Gather data to identify high – risk focus areas.




• Create goals to track progress towards Vision
Zero.



• Index funding to match shared goals.

• Using data to identify the most unsafe actions for
enforcement.



• Encourage Safety Commission to make collision reports
involving people to ensure accurate data.

force capable of fostering a high favourable
