Rights Violations, and ADA Noncompliance by Glen Ridge Municipal Court Officials
Dear Officials and Officers of Competent Jurisdiction,
I, Naomi Johnson, a medically disabled private woman and beneficial owner, hereby submit this
formal notice and demand for oversight, investigation, and immediate remedial action regarding
ongoing violations of my constitutional rights, ADA protections, and due process guarantees by
officials of the Glen Ridge Municipal Court, Essex County, New Jersey.
The attached packet includes certified, sworn documentation of unlawful conduct by Judge Mark A.
Clemente, Prosecutor Elizabeth Brewster, and Court Administrator Denise C. Iandolo, including:
•Violations of my due process rights under the 5th and 14th Amendments;
•Disability discrimination under 42 U.S.C. § 12132 (ADA Title II);
•Abuse of authority and coercion under color of law (42 U.S.C. §§ 1983, 1985);
•Unlawful issuance of a bench warrant despite prior filings;
•Failure to respond to jurisdictional, procedural, and constitutional objections.
I. Background and Pattern of Misconduct
In March 2025, I submitted an answer to the traffic notice. On April 8, 2025, I filed additional
documents including a Motion to Dismiss, Affidavit of Facts and Truth, and a Notice to Show
Cause. Despite mailing all filings via certified mail, I received no ruling or acknowledgement from
the judge, prosecutor, or court clerk.
Instead, I was contacted by a Lieutenant from the Glen Ridge Police Department by email, stating
that a bench warrant had been issued. I was never served with a required court date, no failure to
appear notice, and no valid service of a warrant. I have retained all certified mail receipts proving
proper service and court receipt.
In response, I sent a Motion to Quash Warrant and Notice to Vacate Traffic Ticket on July 17,
2025, which was signed for by the court on July 19, 2025.
On July 28, 2025, I received an email from Judge Mark A. Clemente confirming receipt of my
motions. Rather than rule on them, he stated that if I paid the traffic ticket online, the warrant would be

19. lifted. He also declared that he would hear my motions only if I appear in court on August 5, 2025—
without providing any disability accommodation or acknowledgment of my lawful filings.
This violates my right to a meaningful pre-hearing review under Mathews v. Eldridge, Goldberg v.
Kelly, and New Jersey Court Rules, specifically Rule 7:6-3, which allows a defendant to either
appear or answer by submission. I lawfully chose to answer in writing, but this has been unlawfully
ignored.
II. Disqualification Filings Ignored
"On July 30, 2025, I served a formal Notice of Judicial Disqualification and Notice of
Disqualification Violation upon the court, addressed to Judge Mark A. Clemente, Prosecutor Elizabeth
Brewster, and Court Administrator Denise C. Iandolo. These documents were sent via certified mail
and, based on USPS delivery timelines, were scheduled for delivery by August 2, 2025. As August 2
fell on a Saturday, the court and its officers should have received and processed the notices on the next
business day, Monday, August 4, 2025.
To date, there has been no rebuttal, response, or acknowledgment of these filings. This continued
silence constitutes dishonor, tacit admission, and willful disregard of the lawful disqualification process
as outlined in 28 U.S.C. § 455, the Code of Judicial Conduct, and foundational due process principles."
III. Violations and Harms
•The bench warrant was issued despite my legal right to answer in writing and without required
service.
•The judge’s demand that I appear in court on August 5, 2025 ignores both my medical
disability and ADA accommodation request, supported by verified documentation.
•The threat of warrant enforcement unless I pay an unproven traffic citation constitutes
coercion, extortion, and civil rights abuse.
•I am being treated as a criminal for a non-criminal, administrative matter, without any
verified claim, accuser, or evidence.
•I am being denied my Sixth Amendment right to confront an accuser in a quasi-criminal
proceeding.
•This amounts to fraud upon the court, disability retaliation, and a breach of fiduciary duty.
IV. Demand for Oversight and Remedy
I respectfully demand that each agency and office copied below immediately:
1.Initiate an investigation into misconduct, bias, and judicial abuse in this case;
2.Require ADA compliance and provide lawful redress for discriminatory acts;

20. 3.Order Glen Ridge Municipal Court to vacate the unlawful bench warrant and dismiss all
improper charges;

This letter is submitted as part of a formal record of grievances, federal claims, and oversight
