What’s New 2 UNICEF Programme Implementation Procedure Consolidation of government, CSOs, UN system agencies and non-UN inter-governmental organizations under one IP Procedure with HACT and PSEA application Mandatory use of UNICEF's corporate digital platforms (UNPP, ePD, PRP) Inclusion of reference on how to partner with civil society consortia Explicit encouragement to sign multi-year programme interventions where possible Expansion of 7% budget cost to all CSOs- not only INGOs Review of PCA language and General Terms and Conditions (available soon) Stronger encouragement of contingency partnerships Stronger inclusion of supply considerations New CSO type: ICRC/Red Cross/Red Crescent National Societies. Applicable for all office including HQ divisions
Selection of CSO Partners 3 2022 Programme Implementation Procedure Use of open selection is UNICEF’s by default partner selection approach Where Direct selection is used, rationale for not using open selection is required Local partners should be given due consideration in partner selection Set p artner contribution (financial and non-financial) in selection criteria Plan for m ulti-year programme interventions with contingency clause Mandatory use of UNPP for all selections (Open and Direct)
Due diligence and other risk assessments 4 2022 Programme Implementation Procedure Due diligence verification in UNPP prior to formalizing partnerships with CSOs. New partner declaration with additional questions complaint with EU requirement (upcoming) PSEA assessments must be conducted for CSOs in UNPP (UN common assessment from 15 November 2022) Micro-assessments for all partners receiving US$100,000 in a calendar year from UNICEF; otherwise assumed high risk All assessments are valid for five years. Recognize other UN agencies assessments results unless new information has emerged in the interim. Mandatory use of UNPP and eTools
Legal Agreements 5 2022 Programme Implementation Procedure SSFA – Discontinued One type of Partnership agreement for CSO – PCA PCA new legal template with more clarity on digital tools, duty of care obligations, data protection considerations, copyright, non-expendable equipment, support to money laundering and financing of terrorism (forthcoming) Special conditions of construction work Data Sharing Agreement Mandatory use of eTools
Designing & Formalizing Partnerships 6 2022 Programme Implementation Procedure Use of Simplified Programme Document (SPD) for all humanitarian and small-scale (<US$100,000) interventions. Humanitarian Programme D ocuments used for up to 24 months. Use of start-up letter for first 3 months with limit of $10,000 L1, $25,000 L2 and $50,000 L3 emergency while SPD is developed and signed . New sections in regular PD: Capacity Development; Gender, Equity and Sustainability with markers; Risk & Proposed Mitigation Measures; Partner non-financial contribution. Separate supply planning section Encourage to use of multiyear programme documents Online PD development using PMP/ePD module
Designing & Formalizing Partnerships: Budget 7 2022 Programme Implementation Procedure Partner selection based on comparative advantage and value for money rather on ly CSO contribution Adopt a flat percentage rate for “effective and efficient programme management costs in humanitarian SPD 7% organizational capacity-strengthening cost for all CSOs Options of input level budgeting in ePD
Internal Review 8 2022 Programme Implementation Procedure The PRC reviews all regular programme documents with value of the planned UNICEF cash and supply exceeds $100,000. Simplified Programme documents (humanitarian and small value) are reviewed by Deputy Representative/Chief Field Office Office can decide to raise the threshold for PRC considering the programming and country context Office may also decide to exempt partners identified via open selection from PRC review Simplification of PRC questions: Just 8 considerations for PRC review Use of eReview (PRC/Non-PRC) process for all programme document in eTools .
Transfer of resources 9 2022 Programme Implementation Procedure Optional use of Statement of Expenditure ( SoE ) for high-risk partners If DCT modality is used, offices encouraged to implement additional mitigation measures including submission of SoE at the time of reporting, more frequent reporting and spot check prior to further disbursement Use of SoE for first quarter for humanitarian programme document instead of ICE. Alignment of narrative and financial reporting timelines
Implementation, Monitoring, Reporting & Closure 10 2022 Programme Implementation Procedure Linkage to Monitoring procedure Removal of Final Partnership Review requirement Final progress report with additional questions about partner experience with UNICEF Use of ePD, FAM, Field Monitoring, PRP modules for assurance, reporting and amendments
