QUALITY CONTROL CHECKLIST (QCC) DepEd Memo 28, s. 2022 – Adopting Tools to Improve Quality Management of Completed Research at the Department of Education
GENERAL GUIDELINES IN USING THE QCC 1 The QCC shall be accomplished by a single body . If > 2 evaluators will be engaged, evaluators shall deliberate towards a consensus on inputs and results of the evaluation. Also, no evaluators with conflict of interest relative to the research for evaluation shall be engaged. 2 In accomplishing the Remarks section, evaluators shall provide comments / inputs / recommendations as comprehensive as possible, and specify the concerned section / part and page of the manuscript, as applicable. 3 Use the checklist alonglist the instruction guide 4 DEPARTMENT OF EDUCATION Changing the appearance and accessibility requirements of the QCC, and conversion of the checklist for digital and automated use is authorized. However, modifying the substance of the checklist (e.g. adding or subtracting items, adding a Likert scale to each item), with the exception of adding or subtracting signature fields for signifying the assent of committee members, is strictly prohibited in using the QCC for evaluating research for acceptance and archival purposes. DEPARTMENT OF EDUCATION
FOUR Cs OF QUALITY CONTROL CHECKLIST Credible Research is rigorous, transparent and consistent Research is aligned with regulations, ethical, and sustainable Contributory Research is relevant, original, and generalizable Research is communicable and accessible Communicable Conforming
CRITERIA OF QUALITY BASIC & ACTION RESEARCHES Credible Research is rigorous, transparent and consistent When it is (a) aligned with regulations – research that is compliant with current applicable regulations; (b) ethical – research that is morally justifiable, open, and supports equal opportunities; and (c) sustainable – research that promotes further scientific inquiry and sound policy/program recommendations. Contributory Research is relevant, original, and generalizable Research is communicable and accessible Communicable Conforming
The research, or all relevant sections, does not evidently reflect the statements for each given criterion Not Evident NE The research, or one (1) or more relevant sections does not evidently show the given criterion Partially Evident PE The research or all relevant sections evidently show the given criterion Fully Evident FE DETERMINING THE SCALE General Public Disclosure Limited Public Disclosure
COMPONENTS OF THE QCC DEPARTMENT OF EDUCATION Information Sheet contains basic information on the research Score sheet contains details of the quality review including the decision Checklist contains the criteria and standards of a quality research Instruction Guide contains the definition of criteria in the checklist including their sub-characteristic and determining the scale for evaluation DEPARTMENT OF EDUCATION
