10. 10 Process of Rationalisation :: The data for the FY 2022-23 obtained from NIC for Kharif & Rabi separately for Agri / Horti / Seri is considered. Out of this, the highest area in Agri / Horti / Seri is taken. Thus the total area of 1,33,54,240 Ac for Agri / Horti / Seri put together is considered. Erstwhile district is taken as criteria. Staff working in Agriculture – VAA-6218, AEO–904 and MPEO – 1396. AEOs are allotted to various labs and the balance available, 357 is considered for allotment of secretariats. VHA – 2352 and Horti MPEOs -77 and VSA – 374 as given by those departments are considered. 1250 Ac in plain and 800 Ac in agency area is taken as criteria. The range taken is 1000-1500 ac in plain and 600- 800 ac in agency area. Secretariat having <10% of area are not allotted any person

11. 11 Procedure followed in allocation :: Sericulture – Highest sericulture areas allocated to VSAs Horticulture – Highest horticulture areas allocated to VHAs Horticulture MPEOs are allotted additionally to the secretariats having highest Horticulture areas. Then total area ( Agri / Horti / Seri put together) is taken in descending order and VAAs are allocated as per working strength in that district. In secretariats having the highest areas, additional staff from Agri (AEO/MPEO) is allotted as per available number in that district. MPEO to be given priority In Urban secretariat, only AEO/MPEO are allotted. AEOs to be given priority 15 secretariats have multiple (31 RBKs). Here only one RBK per secretariat is considered. As AEO cadre is district cadre, all the AEOs are allotted in that district only.

14. 14 Non- negotiables :: 1. The Urban Secretariats are to be filled strictly by AEO/MPEO of Agriculture department. No VAA/VHA/VSA are to be allotted in urban secretariats. 2. VAA/VHA/VSA posts are fixed for every mandal and these posts are not inter-changeable. 3. The no. of posts allotted to a mandal cannot be increased or decreased. 4. The Villages having Own RBK buildings/ Building under construction shall be given priority, while fixing the head-quarters of a post. 5. All revenue villages in a mandal shall be mapped to these head-quarters and no village shall be left un-mapped. 6. Number of RBKs in a mandal will be finalized only after mapping of all villages to the allotted posts 7. Additional posts shall be adjusted with AEOs /MPEOs.

15. 16 What is to be done at district level :: Collect all Secretariats (with code), Revenue villages, Gram Panchayats and RBKs (With code) data in each mandal . The data provided by O/o C&DA is to be compared with data collected For the number of posts allotted for a mandal , finalise the Headquarter Secretariat – preferable with the RBK building (Either completed or under construction) Map the Revenue villages, Secretariats, RBKs to the headquarter Secretariat which are nearby geographically Care should be taken that, all revenue villages, Secretariats are mapped to the allotted posts and no village/ secretariat is left over. This headquarter secretariat will now act as RBK for the villages/ secretariats mapped to it. The headquarter secretariats, hitherto not declared as RBKs, are also to be considered as RBKs now. The filled in proforma shall be handed over duly signed.
