LEY N° 4758 - QUE CREA EL FONDO NACIONAL DE INVERSIÓN PUBLICA Y DESARROLLO ( FONACIDE ) Y EL FONDO PARA LA EXCELENCIA DE LA EDUCACION Y LA INVESTIGACIÓN ( FEEI ) Art. 12: Proyectos y Programas financiados por (FEEI) Programas de incorporación de TIC (Tecnologías de la Información y Comunicación) en el sistema educativo . Programas de Apoyo para el mejoramiento de la calidad de la formación de los docentes (Educación Inicial, Escolar Básica, Media, Superior no Universitaria, Educación Permanente, Educación Escolar Indígena y Educación Especial). Programas de Mejoramiento de la oferta educativa, en escuelas, colegios e Institutos de Formación Docente del Sector Oficial. Programa de atención integral a la primera infancia. Programas de Organización, formación y fortalecimiento de/Redes de Cooperación escolar de Padres y Tutores de alumnos. El otorgamiento de becas de estudio para la formación superior. La investigación y desarrollo, que consistirá en los programas y proyectos propuestos por el CONACYT principalmente para el Programa de Incentivo de los Investigadores Nacionales (PRONI). Fortalecimiento de la Agencia Nacional de Evaluación y Acreditación de la Educación Superior y del Sistema Nacional de Evaluación de la Calidad de la Educación.
LEY 2.279/03 - “QUE MODIFICA Y AMPLÍA ARTÍCULOS DE LA LEY 1028/97 GENERAL DE CIENCIA Y TECNOLOGÍA” Art. 16.- De la creación del Fondo Nacional de Ciencia y Tecnología ) Crease el Fondo Nacional de Ciencia y Tecnología - FONACYT. Este fondo se destinará al financiamiento de los programas y proyectos de investigación científica y tecnológica; a la generación y adaptación de nuevas tecnologías y a la difusión de las mismas; al pago de remuneraciones adicionales y extraordinarias fijadas por el CONACYT y al financiamiento de actividades de acreditación y de capacitación apoyados por el CONACYT.
