Programas de Apoyo para el mejoramiento de la calidad de la formación de los docentes (Educación Inicial, Escolar Básica, Media, Superior no Universitaria, Educación Permanente, Educación Escolar Indígena y Educación Especial). Programas de Mejoramiento de la oferta educativa, en escuelas, colegios e Institutos de Formación Docente del Sector Oficial. Programa de atención integral a la primera infancia. Programas de Organización, formación y fortalecimiento de/Redes de Cooperación escolar de Padres y Tutores de alumnos. El otorgamiento de becas de estudio para la formación superior. La investigación y desarrollo, que consistirá en los programas y proyectos propuestos por el CONACYT principalmente para el Programa de Incentivo de los Investigadores Nacionales (PRONI). Fortalecimiento de la Agencia Nacional de Evaluación y Acreditación de la Educación Superior y del Sistema Nacional de Evaluación de la Calidad de la Educación.
