NON-FORMAL AND ACCELERATED LEARNING PROGRAMS IN PAKISTAN
Background Pakistan bears the burden of 26.21 million OOSC ( aged 5–16), representing 39% of the total population in this age group. Since 2016–17, the percentage of OOSC has reduced from 44% to 39% in 2023 , but the absolute number increased from 22.02 to 26.21 million. 26% of OOSC have never been to school, while 5.7% are dropouts (PSLM-2019-20). 23% of these OOSC are from urban areas and 77% from rural areas (PSLM-2029-20) 46% are boys and 54% are girls. 59% of the OOSC are between the age group of 10-16 years.

NFE Sectors: A dult literacy: The adult literacy programs cover age groups above 17 years. N on-formal basic education: The NFBE covers primary school level offered through community-based schools. NFBE covers the Grade I-V syllabus of the formal school system. Accelerated Learning P rogram (ALP): The Accelerated Learning Program (ALP) usually covers the overage OOSC, using condensed curriculum for primary and middle school levels and are offered both by the public sector and private/non-governmental sectors.

National and Provincial level Policies on NEF/ALP Non-formal education under the National Education Policy 2017 is a key approach to reducing widespread illiteracy and addressing the massive number of OOSCs. The Sindh, Punjab, and Baluchistan governments developed and approved their NFE policies in 2017, 2019, and 2016 respectively. T he Elementary and Secondary Education Department of Khyber Pakhtunkhwa established a Project Implementation Unit (PIU) in the Education Directorate in 2020 to deal with the NFE/ALP.
Overview of Accelerated Learning Program (ALP) Level Duration As per policy Approved Package for ALP Equivalency of formal education Continuing Edu options Eligibility Primary (Grade 1-5) (72 months) 32-36 months Package A Grade 1 Children having certification of Package A or B can be mainstreamed to any formal school during the cycle and children with Package C certificate (equivalent to grade 5) may seek admission in grade 6. All children boys and girls never enrolled or dropped out at any grade during the primary cycle without any discrimination of age, socio-economic status, language, and mild physical or mental impairment. Admission in any package is decided by the assessment during the admission. Package B Grade 2-3 Package C Grade 4-5 Middle (Grade-6-8) (36 months) 18 -24 months Package D Grade- 6-7 Children having a certificate of Package E have three options. 1)Get admission in the grade 9 in formal system. 2)Get admission in Distance Education from Allama Iqbal Open University (AIOU) 3)Can appear in matric exam as private candidate. All children boys and girls dropped out at any grade between 6 to 8 during the cycle without any discrimination of age, socio-economic status, language and mild physical pr mental impairment. Admission in any package is decided by the assessment during the admission. Package E Grade- 8
Monitoring, Supervision and Data Management of the NFE/ALP At school and center level, the schools record is maintained, like public schools. The textbooks are provided by the respective public sector service providers. The service providers are supervising the teachers and supporting in the record maintenance and teaching. At the institutional level, each service provider maintains NF-EMIS. At the national level Pakistan Institute of Education (PIE) with the support of JICA has a centralized NF-EMIS-with individualized learners' data, each service providers (public or private) feeds the data in this centralized NF-EMIS.

Proposed DLIs for NFE/ALP DLI 7-3: CCT-education stipend enrollment in Non-formal Basic Education/ Accelerated Learning Programs (NFBE/ ALP for primary education . By the end of 2028, at least 12,500 girls and 12,500 boys additionally enrolled at primary level in CCT-education stipend through NFE/ ALP , making a cumulative total of 25,000 students enrolled in NFBE/ ALP for primary education.
Proposed Action Plan S.Nr Action Responsibility Timeframe 1 Improve CCT-Education MIS for precise identification, enrollment and compliance verification of Out of School Children, and transition of all CCT education children from one level to another, migration from one school to another and the duration of school closer due to any disaster. BISP 2025 2 Signing of MOUs with Provincial level NFBE/ALP public sector service providers for the coverage of NFBE/ ALP with respective roles and responsibilities clearly spelled out. BISP 2025-26 3 Undertake Operational Review of NFBE/ALP as part of CCT education to assess the program design, implementation methodology, issues, learnings, best practices and veracity of data BISP 2026 4 Through Union Council level presence of BISP, the social mobilization is enhanced for the enrollment of Out-Of-School Children (OOSC) at all levels BISP 2025-28 5 Conduct a study on the coverage of higher secondary (up to grade 12) to identify the demand side issue to inform the program adjustment/effectiveness. BISP 2026 6 BISP to share the data of the OOSC from the NSER with the respective federal/ provincial departments and service providers to mobilize them for the additional NFE/ALP establishment and enrollment BISP 2025-2028 7 Conduct a study on CCT education’s impact on children enrollment at secondary level and retention, completion and transition at all levels BISP 2026
Institutional Arrangement for NFE/ALP coverage and MoUs with relevant departments Revise the MoUs with the education department, signed for the CCT-Education and include the NFE/ALP coverage. The MoU will allow the parties for the data exchange, support in compliance monitoring and resources allocation for additional ALPs. Sign the MoU with the Literacy and Non-Formal Basic Education Department Punjab and Social Welfare Department of Baluchistan to systematically cover the NFE/ALP The role of Pakistan Institute of Education in the MoU with the Federal Education and professional Training should be included for the NF-EMIS for data, exchange and validation etc.
Eligibility criteria for service providers 1: The Govt NoCs are issued for the program implementation 2: The funding is available at least for the fully cycle of ALP primary. 3: The center is monitored by the public sector entities. 4: Complete data/profile, record is maintained at the center level. 5: The learners' data is regularly reported in the NFEMIS. 6: Willing to provide the data for the compliance monitoring.
