Moral arguments:
It is the moral responsibility of Aster Company to provide safe system of work, safe working
equipment’s & safe personal protective equipment. If the employer is not obeying his
responsibilities, it will be a cause of accident at workplace. After accident, the workers are injured
& shifting to hospital. The worker faces lot of pain or maybe disability also. The worker family also
suffer when worker loss his earning source due to his disability. They may face too many difficulties
because worker support to his family with his salary.
So, it is not acceptable for society that worker going to workplace and he face injuries or disabilities
due to unsafe work procedures. That is why the Aster Construction Company must ensure the
safety of its workers.
Legal Arguments:
As Pakistan is a member of ILO, so according to ILO and Pakistan national laws for safe system
should be, follow up. According to safety laws, the Aster Company must be providing safe system
of work, work related safety trainings & safe machinery for work procedures. If accident is
happening due to company is failure to provide facilities of safe system of work-related issue, the
enforcement agencies will act against the company. The enforcement agencies issue improving,
prohibition notices & heavy fine also. If the accidents will be happening with continually, the
enforcement agencies may be banned the company. Company duty to provide health and safety
and make changes according to the C155 and R164 of ILO

Financial Arguments:
It is Aster Company responsibility to provide safe system of work, if the accidents are happening in
workplace, company also face financial losses with direct & indirect cost. For example, due to
accident one worker in injured in company. mention financial losses are occurred:
• Provide First aid
• Hospital shifting (surgery or medical treatments)
• During sick leave provide over time to other worker for work.
• If worker is disable and not return to work, hiring of new worker is also financially expansible.
• Investigation of accident also payable.
• Civil claims come from injured worker.
• Court proceedings
• Fines from enforcement agencies
• If accidents will happen continue to, the Insurance company increase the premium.
• During accident maybe some machine also damaged or create fire, damaged of property is also
financial loss.

The site workers are continually using this pathway in almost 08 duty hours & the wire insulation is
damaged and is laid in that pathway, site workers may unintentionally touch this wires any time
causing accident any time. Very high Likelihood
The 1 civil technician, 1 electrician, 2 plumbers, 2 supervisors, 3 site engineers, labours will be
effected with this damaged insulation of wires because they all work continually & maybe they
unintentionally touch this wires
The likelihood is very high for this hazard.
I set 4 categories for severity of incidents.
1. Minimum: no physical injury & no property loss.
2. Medium: Required first aid after accident.
3. Major: in this situation worker face serious injury who should be shifted to hospital/sick leave
required and also property loss.
4. Catastrophic: in this situation worker death / un recoverable property loss. Fatal injuries

This damaged insulation is an electrical hazard because the conductors could be exposed. Contact
with an exposed wire could cause a shock and leading to arcing or a fire.
Contact with an exposed wire could cause an electric shock and leading to electrocute the worker.
Also, can burn the body completely from internal, can damage body tissue, can damage lungs of
workers, muscles pain, burns, bruise and the electrical shock also leading to possibility of death.
Damaged to other electric sockets, electric machinery, whole electric power system sudden stop
can cause damage to other on-going project and machinery. Overall this risk can cause fatal injuries
so this risk is very highly widespread and its covering a particular area where main workers works.
So, its Severity belongs from Catastrophic category due to high likelihood and Fatal injuries

When we replace the damaged insulation with double insulation wire, if worker unintentionally
touch these wires, they will not face electrical shock the accident will not happened. So the safety
of the workers will be improved
As per timescale 5 days is enough for this action because the after approval from administration
department the wire will purchase from market and after delivery of wire, it will be replacing the
electrical supply wire for marble polishing machine.
The replacement of damaged wire is minimizing the electrical risk, for minimizing more, remove
the electrical supply wire from stairs and ass it another though safe area other than walkways.

be taken in pursuance of the policy referred to in Article 4 of the Convention, in particular in the

The Grinder Technician is cutting a steel pipes with grinder near the generator fuel storage, the
cutting process of steel pips produces the sparks the activity continues for long almost 08 hours
and through day for many days and the petrol is exposed any spark can ignite the fuel and a very
high likelihood of the accident.

I set 4 categories for severity of incidents.

If the fire will start it will be a cause of too much human & property losses happening many
material at construction site will be affected with fire explosion.
As a result, serious burns are complex injuries. Burn injuries can affect muscles, bones, nerves, and
blood vessels. The respiratory system can be damaged, with possible airway obstruction,
respiratory failure, full body burning is the possibility of death. Chances of many deaths, fatal
injuries so this risk hazard is very highly widespread and its covering almost whole building if fire
explosion occurs it will damage the whole building & and this will cause also many death.
So, its severity belongs from Catastrophic category.

controlling the risk. This should include:
the intended impact of the action;
justification for the timescale that
you indicated in your risk
assessment; and
whether you think the action will
fully control the risk
Installation of protective sheets between fuel storage & grinding works minimize the
fire hazard. The protective sheet will have blocked the flames and sparks in specific
area, it will not be creating the ignition sources for fire.
As per timescale 1 week is enough for this action because the sheets are available in

After completing all my finding and I will have prepared the risk assessment documents. Then
I send a short summary of my finding to Aspire company Director by email and to section engineers
& supervisors. I will invite the site manager, Health and safety Engineer and worker representative
for meeting to explain the risk assessment finding in detail. I will arrange a seminar for site
workers & provide hard copy of my report to all concerning employees, provide and paste all my
finding in company website & also provide on notice board for workers on site. I save the minutes
of meeting reports and provide to other concerning departments & employees. I will have
0prepared the safety sign by visible posters as per my risk control measures for site worker &
explain my finding & risk assessments controls in toolbox meetings.

Before starting work in area on actions I will set reminder (every 10 days) on notes in office and in
calendar in personal phone for the day of starting work. I will visit the area to inspect the
preparation with responsible persons. I will visit in future to the site surprisingly to judge the
progress of work and will make picture and videos for record. If any resource they feel is lacking. I
will meet the concerning head of department & and will resolve the resources lack issue. If they
required More finance for this control, I will be concerning to finance department head or finance
manager to provide the finance. If still the work is going prolong to complete the action and the
action is delaying very much, like 5 months, I will refer the action to the General Manager in a
meeting.
