The School Management Committee (SMC) is a vital institution introduced under the Right to Education (RTE) Act, 2009, to strengthen the role of parents and the community in school governance. It ensures that schools function transparently, inclusively, and in the best interest of children. By involving parents and local representatives in decision-making, the SMC promotes shared responsibility and accountability in education.
An SMC is composed mainly of parents, the rest include the head teacher, representatives from the local authority, and members from disadvantaged and weaker sections of society. This democratic composition ensures that the committee reflects diverse voices and perspectives.
The functions of the SMC are wide-ranging. One of its major responsibilities is to monitor the regular functioning of the school. This includes ensuring teachers’ attendance, maintaining discipline, and checking the quality of teaching and learning. The SMC also works actively to ensure that every child in the neighborhood is enrolled and that dropout rates are reduced.
Another key role of the committee is the preparation of the School Development Plan (SDP). This plan outlines the future needs of the school, including infrastructure, teacher appointments, and educational resources. The SMC also manages and monitors the use of school funds and grants, making sure that financial resources are used properly and transparently.
Apart from administrative functions, the SMC plays an important role in building strong community involvement. It organizes awareness campaigns on health, hygiene, and the importance of education. It also encourages co-curricular and extracurricular activities to promote the holistic development of children.
