Role of National Adaptation Plans (NAPs) National Adaptation Plan (NAP) for Zambia is a medium to long term strategic framework to address impacts of climate change and enhance resilience NAPs are an important tool for achieving countries’ National Determined Contributions NAPs integrate climate adaptation actions in national development planning and decision making National Adaptation Plans can provide a means to translate international agreements into national processes

Objectives of Zambia’s NAP Zambia’s National Adaptation Plan (NAP): Identifies the country’s vulnerabilities to climate change Develop medium – and long-term adaptation strategies to guide initiatives for the management and reduction of medium to long-term climate risks. Integration of climate change adaptation into national planning Minimise climate change impacts through building adaptive capacity and resilience. Leverage emerging opportunities for resource mobilisation for implementation of prioritised adaptation actions to address climate risks .

NAP Formulation process

Some Key Result Areas for the NAP Formulation process Strengthened institutional coordination and collaboration for adaptation planning in Zambia; Established a system for integrating climate change adaptation into plans and budgets; Prioritized adaptation actions for sectors and geographic areas Monitoring, Evaluation, Learning and Reporting; Developed a resource mobilization strategy for the implementation of the NAP; and Developed a communication strategy Strengthened capacity of planning authorities, sectors, and civil society in: Systems and tools for integrating adaptations into plans and budgets; Climate finance; Climate data analysis; Gender transformative approaches for climate change; Monitoring, reviewing and reporting at national and sub-national levels; and Use of the Multi-Criteria Analysis (MCA) Tool in prioritizing adaptation options at National and Province levels.

Screening and appraising CCA options Adaptation to climate change requires that decisions and actions to adapt to climate change are made by a wide spectrum of society including government, private sector, academia, and civil society organisation among others Climate change actions identified by stakeholders were screened and appraised using a Multi-Criteria Analysis (MCA), which enabled decision-makers to create a structured framework for comparing a set of defined options across several diverse criteria to evaluate adaptation options across a range of priorities

Overview of the MCA Template

Climate change actions (CCA) were screened against the following…. Risk : Reduction of climate risk, the degree to reduce likelihood or consequence of risks and the spectrum of climate hazards addressed. Impact : Reduction of sensitivity, impact on resilience and effectiveness of actions Institutional governance : Proposed CCA were appraised to understand existing support by national development plans both in the mid-term (e.g., 8th National development plan) and long-term (e.g. Vision 2030) and policy framework. Social : Social acceptability of proposed CCA to the general public, support of cultural aspiration and capability to accommodate cultural diversity. Environmental : Impact on the landscape, ecosystem services and important species .

Climate change actions (CCA) were screened against the following…. Technical : Technical and management skills needed to implement identified CCA, supporting infrastructure, and technological constraints. Financial : Opportunities for finance and investment, financing gaps and constraints, implementation and administration cost, and potential to attract public and private investment. Gender : Gender sensitivity of the identified CCA and promotion of gender equality Inclusiveness : Impact on the poor and marginalized, consideration of the elderly, and differently-abled and consideration of youths Economic development : economic incentives, economic opportunities and revenue-raising capabilities .
