Secretariat It’s a body of international civil servants. Headed by the Secretary General Appointed by the General Assembly on the recommendation of 5 year term. Although located in different countries, they answer to the UN alone and take an oath not to seek or receive instructions from outside authority
The staff consists of linguists, economists ,editors , social scientists ,legal experts ,librarians , journalists ,security officers etc. Carry out the day to day operation of the UN.
Functions of Secretariat 1st Function = Includes Interpretation, Translation and Preparation of Drafts, keeping records of the proceedings as well as legal and procedural advice to the general assembly, the security council etc.
2 nd Function = Information Function of the secretariat. Includes the collection, ordering and providing of information to the centres. 3 rd Function= Provides Technical Assistance as part of its executive function. It started with the point-4 programme and turned into the Expanded Technical Assistance Programme.
4 th Function = Includes security and administrative functions related to transport, maintenance and communication. 5 th Function = Overall supervision of the international bureaucracy, ranging from recruitment, allocation of functions and performing staff assessment. 6 th Function = Performing certain diplomatic and political functions
