(SAWSAN ABDULMUNEM QASIM is an assist prof. at the Department of English, College of Arts, Mustansiriyah University, Baghdad, Iraq. She has been teaching English Language for a bout 15 years. An Introduction Poverty is a widespread and intricate problem that impacts millions of individuals globally. The World Bank estimates that 696 million people, or 9.3% of the population, were living in poverty in 2021 (earning less than $1.90 per day).The United Nations approved the Sustainable Development Goals (SDGs), sometimes referred to as the Global Goals, in 2015 as a global call to action to eradicate poverty, safeguard the environment, and guarantee that by 2030 all people live in peace and prosperity. This study examines the discourse around anti-poverty narratives in order to offer insight on the possible influence on public opinion and policy debate by exposing the underlying ideologies, value judgments, and framing strategies used by media outlets. Examining news about poverty in terms of appraisal theory is seen as a new discourse analysis method that has not received enough attention.

Research Question The following research questions have been established based on the study's context, as previously explained: 1-What evaluation techniques are mentioned in news? 2-Analyze how journalistic attitude is constructed and contextualized in newspaper discourse. 3- How does journalist employ the assessment strategies?

Purpose of Study/ Research Objectives The goals of the study are: 1. To determine which appraisal devices constructed in news discourse 2. To clarify the appraisal techniques that journalist disclosed in news.

Methodology (The Researcher’s Approach) The procedures to be followed in the study are as follows: 1- providing an overview about the language of politics and the global conception of poverty, 2- Presenting a theoretical background about poverty, 3- Choosing data collection tools by depending on the topic of poverty as pointedly represented in news texts, 4- Filtering the data quantitatively to get statistical information of the elements related to poverty concept for each tool or function of the framework, 5- Analyzing the data qualitatively by the tools of conceptual functions of appraisal theory (by adopting a model for each tool) in both American and British news texts as well as tabulating results to be ready for discussion, 6- Conducting a contrastive analysis of the results obtained to reach some conclusions, and 7- Presenting recommendations and suggestions for further studies.

The Theoretical Framework of the Researcher’s Study Appraisal theory was developed by Martin and White (2005) and Martin (2000, 2003) to analyze language evaluative functions and the resources that, according to Martin (2000), function to express sentiments, judgments, and evaluations along with the resources for enhancing and engaging these evaluations. Three subsystems make to the overall phrase "appraisal": engagement, graduation, and attitude. While engagement and graduation deal with the resources that engage and strengthen attitude, attitude itself deals with the resources used to communicate judgments, emotions, and appreciations.
