The Hong Kong Convention (HKC), adopted by the IMO, aims to ensure that ship recycling
does not pose unnecessary risks to human health, safety, and the environment. Here's how a
bulk carrier is dismantled in a compliant yard.
1. Pre-Demolition of Ship

1.1 Inventory of Hazardous Materials (IHM) Certification.
The ship-owner prepares and updates the IHM (Parts I, II & III) and lists hazardous
materials: asbestos, PCBs, heavy metals, ozone-depleting substances, etc. Approved
by a Recognized Organization (RO) or Flag State such as (Class NK, BV, LR, IR
etc.)
1.2 Selection of HKC-Compliant Recycling Facility
A yard with Certified Ship Recycling Facility Plan (SRFP), Trained personnel and
Pollution control systems.
1.3 Ship Recycling Plan (SRP) Submission
Prepared by the ship recycling facilities based on IHM and details how each
hazardous material and component will be safely removed and handled approved by
the Competent Authority (CA) also known as Bangladesh Ship Recycling Board
(BSRB)

2. RECYCLING OPERATION (Onsite Activities)

2.1 Arrival & Pre-cleaning
Ship arrives at the certified yard, usually under tow or on final voyage. Initial inspections
conducted and Cleaning of cargo holds, ballast tanks, and removal of residual oils or sludges.
2.2 Safe Mooring or Beaching

2.3 Hazardous Material Removal
As per IHM and SRP, HazMat handler remove:
1. Asbestos panels
2. PCB-containing equipment
3. Heavy metal residues
4. Oils, fuels, sludge
5. Gases from AC and refrigeration
All above hazardous materials are handled by yard hazMat team and 3
rd
party, using PPE proper
containment, this materials store in hazardous materials store room then this materials handover
recycler or licensed vendor.

2.4 Depollution & Dismantling
1. Non-structural components removed: Navigation systems, wiring, insulation, piping
2. Large structural parts cut using gas torches or mechanical shears
3. Removal follows a top-down and front-to-back sequence
4. Fire suppression, fall protection, and confined space protocols enforced
2.5 Segregation and Recycling of Materials
 Materials are sorted:
1. Steel → re-rolled or sent to furnaces
2. Non-ferrous metals → copper, brass, aluminium
3. Engines, generators → reused or sold
4. Wood, plastic, glass → recycled or properly disposed
All operations must comply with waste disposal national or international laws and use
licensed handlers for hazardous waste.
2.6 Final Cleaning & Waste Treatment
1. The site is cleaned of debris, waste, and contaminants.
2. Wastewater, oil residues, and cleaning agents are collected and treated.
3. Environmental monitoring is conducted.
3. POST-DEMOLITION (Documentation & Reporting)
3.1 Completion Report
Yard prepares and submits:
1. Recycling Completion Certificate
2. Final Waste Inventory
3. Environmental Monitoring Results
3.2 Audit & Inspection
Independent auditors and/or flag state representatives may inspect:
1. Compliance with HKC and national rules
2. Worker safety records
3. Environmental impact
3.3 Closure and Feedback
1. Final feedback shared with shipowner, flag state, and competent authority.
2. Records archived for transparency and future traceability.
