The adoption rate of smart meters in India has been rising due to several factors Efficacy of government initiatives. I ncreasing demand for energy efficiency. D eclining prices of smart meter advanced technologies. Smart meters offer several benefits, Efficient Billing Efficient Collection Bill Payment Default Management Timely / Continuous Theft Monitoring Regular Energy Loss Monitoring Continuous Energy Loss Reduction Continuous Reduction of ACS-ARR Gap Timely Outage Management Regular Demand Monitoring Regular / Accurate Demand Forecasting Consistent / Reliable Demand Control Clarity on Billed Amount Access to Historical Consumption Data Trust in Billing System (Meter + Meter Reader + Billing Machine) Ease of Payment Reliable / Consistent Power Quality Prompt Outage Restoration
WHY WE SHOULD GO FOR SMART METER!!!!!!!!!
MOTIVATION FOR SMART PREPAID METERING 1. “Most people living in developing countries find it very difficult to predict how much money they will have left at the end of the month. Wages are often paid weekly and a monthly electricity bill, similar to would be totally impractical.” - Don Taylor, Director and Founder STS Association. 2. “Smart , because we are aiming at ‘time of the day’ tariff. Prepaid, because it improves bill collection and efficiency. It is pro-poor as well. Consumers can charge as many times as they wish. They will not face disconnection. It is good for DISCOM as they will get payment in advance ” -R K Singh, Union Minister of Power, GOI . 3. “The ministry intends to promote smart metering. I urge all states and Union territories to replace conventional energy meters with prepaid smart meters in the next three years.” -Nirmala Sitharaman, Union Minister of Finance, GOI .
M AJOR FEATURES OF SMART METERING SYSTEMS Appliance Level Appliance Monitoring Appliance Control In Home Display (IHD) Consumer Interface Unit (CIU) Meter Level Reliable and Regular Readings Tamper Detection and Prevention Manual Relay Control Automatic Relay Control (Triggered Locally) Automatic Relay Control (Triggered Remotely) Load Control (Load Limitation and Demand Side Management) Import Export Metering (Net Metering, Renewables Energy Integration) Prepaid Metering Distribution / Transmission Level Energy Loss Monitoring (DT Wise) Theft Detection Energy Loss Monitoring (Feeder Wise) Remote Server Level Live Meter Data (Automated Billing) Scheduled Meter Data Analytics Asset Management Load Balancing Load Forecasting Control (Demand Side Management; DSM) Prepaid Point Of Sale Services (POS, Vending)
BENEFIT OF SMART METER Timely / Accurate Consumption Reading Efficient Billing Efficient Collection Timely / Accurate Audit Bill Payment Default Management Timely / Continuous Theft Monitoring Regular Energy Loss Monitoring Continuous Energy Loss Reduction Continuous Reduction of ACS-ARR Gap Proper Load Balancing Timely Outage Management Regular Demand Monitoring Regular / Accurate Demand Forecasting Consistent / Reliable Demand Control Clarity on Billed Amount Access to Historical Consumption Data Trust in Billing System (Meter + Meter Reader + Billing Machine) Ease of Payment Reliable / Consistent Power Quality Prompt Outage Restoration Overdraw Alerts
BENEFITS OF SMART PREPAID METERING Benefits To Consumer Clear visibility of consumption Better control on consumption Opportunity to budget Lowered usage Appliance level visibility Sub metering applications Benefits To Utility Improved cash flows Quick RoIl No extra efforts on metering (readings available remotely) No extra efforts on billing (consumption available remotely) No extra efforts on collection (pre- collected) No extra efforts on default management (automatic disconnection) Load forecasting enabled Peak management enabled Lowered demand Lowered cost of power procurement Other load control based applications enabled (DSM, PLM, etc )
KEY ACTIONABLE AREAS FOR UTILITIES Reduction of Losses Arresting Theft/Tampering Energy Loss Monitoring Energy Management Consumer Driven Management Utility Driven Management Financial Management Computerized Billing Prepaid Metering
REDUCTION OF LOSSES (→ BILLING) Arresting Theft/Tampering Theft Monitoring Tamper Detection and Prevention Automatic Relay Control (Triggered Locally) Metering At Pole * Energy Loss Monitoring Daily Energy Loss Monitoring (DT Wise) Theft Detection Daily Energy Loss Monitoring (Feeder Wise)
ENERGY MANAGEMENT Consumer Driven Management (by incentive) Time Of Use Tariff (TOU) Renewable Energy Integration Utility Driven Management (by regulation) Demand Forecasting Peak Load Management (PLM) Demand Side Management (DSM) Demand Response (DR) Load Shedding/Curtailment
FINANCIAL MANAGEMENT (BILLING →) Computerized Billing Live Meter Data (Automated Billing) Scheduled Meter Data Analytics Asset Management Online Billing (Billing Efficiency) Online Payments (Collection Efficiency) Default Management (remote disconnect/reconnect) Prepaid Metering Zero effort billing (consumption available remotely) Zero effort collection (pre- collected) Zero effort default management (automatic disconnection)
KEY TAKEAWAYS Smart Metering is a necessary technology moving forward Actionable data availability Live asset control AT&C Loss reduction Smart Prepaid Metering is a viable alternative to normal post-paid metering Data availability Recharge analytics Heavy benefits to Governments and Utilities Cash flows Forecasting Load control Peak load management ACS-ARR gap reduced Benefits to consumers Assured power quality Power saving Consumption tracking Pay and Use
