2. Background With a view to solve the problems of agriculturists , many committees were formed and finally in 1904 first Co-operative Act was passed as per the recommendation of Royal Commission As per the act, rural and urban patpedhies were established but there was a need to establish Central Finance Agency to provide finance at reasonable rate of interest in order to motivate the rural development. And accordingly as per Maclagon Committees recommendation , it was decided to establish Central Cooperative Banks with responsibility of providing finance to agriculture in 1915.

3. Role of D.C.C. Banks Ltd. They provide a connecting link between the small scattered primaries in the district and the State Co-operative Bank at the State level. They act as 'balancing centers ' for primaries by pooling up the resources of primaries and disbursing them to the needy societies. They also promote and develop co-operative activities in their areas. Thus, they act as financier , friend, philosopher and guide to the societies and as leaders of the cooperative group at the district level. They constitute the basic units of planning and development of cooperative activity of the district level.
