Kontraktor memiliki tanggung jawab untuk melakukan perencanaan , mempersiapkan fasilitas dan bahan /material, koordinasi dan pelaksaaan terhadap pekerjaan pre c om m i s sioning , dan commissioning. Koordinator commissioning akan mengkoordinir kegiatan commissioning sementara sebelum terbentuk tim commissioning yang permanen . Tim commissioning menyusun strategi pelaksanaan Commissioning Tanjung Sekong . Meliputi prioritas ,   readyness , sequence pre commissioning dan commissioning, permasalahan dan mitigasi , job safety analysis, struktur organisasi , man power, tools, consumable . Tim commissioning menyusun main deliverable list dokumen untuk pelaksanaan commissioning jetty 3 seperti : Pipe cleaning, flange management, leak test, purging procedure, loop test, function test, energize procedure, Commissioning procedures , Start up-shutdown jetty 3 ke line existing. Ruang Lingkup

Readiness Precomm Blowing Manual cleaning for tie-in spool is already done Cleaning for MLA Line Process is already done All Valve, filter, and field instrument is already dismantled and replaced with temporary spool (to be discussed with owner) Blowing Area already barricaded Inject and blow point are already installed Air Compressor, drier and pressure gauge are already installed Qc piping construction documents already handed over to pre commissioning All consumables and tools are available and ready to use All workers are using PPE as properly Blowing procedure is already approved by owner

6. Readiness Precomm Flange management Reinstatement activity is already done Torsion Wrench or Hydraulic Torsion is available and ready to use Adjustable wrench is available and ready to use Combination Wrench is available and ready to use Prepare paint or tagging for marking Flange management procedure is already approved by owner

7. Readiness Precomm Leak Test & Purging N2 Leak test & purging N2 Area already barricaded Provide diagram chart if necessary Provide pressure gauge to indicate pressure test Nitrogen bottle or isotank is available and ready to use and provide 5% spare N2 from total volume. Soap water spray is available and ready to use Prepare tagging for marking after leak test Provide marking tape to indicate leak Provide portable gas detector to measure O2 content Leak test & purging N2 procedure is already approved by owner

8. Internal loop DCS is already done All installation cable for loop test are already done All installation Tubing and Instrument air are already done Provide hartcomm , multitester , gas detector tester and smoke detector tester QC electrical & instrument construction documents already handed over to pre commissioning, such as workshop calibration, installation check, leak test tubing, and continuity & megger . Loop test procedure is already approved by owner Readiness Precomm Loop Test

9. Transmitter and analyzer or field instrument are already done for loop test Control valve or typical valve control equipment are already installed and loop test Installation cable for whole instrument and power are already done Shut down hierarchy and cause & effect documents should be in line QC electrical & instrument construction documents already handed over to pre commissioning Electrical power is available Fluid for function test such as fluid process and instrument air is already or available Readiness Precomm Function Test

10. QC electrical such as Electrical Motor, MCC, generator or power supply, protection system, ups, bus duct/bus bar, panel, grounding, and heater are already hand over to precommissioning . Provide marking SLD or energize line is properly Energize procedure is already approved by owner Readiness Precomm Energize

11. Readiness Start Up and Commissioning Process and Piping All main marking line from unloading VLDC to MLA trough to tie-in and existing spherical tank must to open All valve bypass and drain must to close and give LOTO All piping precommissioning activity are already done Make sure vapor available inside pipe Key for spring lock support should be opened Spherical tank is available to fill

12. Readiness Start Up and Commissioning Mechanical All mechanical equipment for line jetty 3 to spherical tank already available such as MLA, Filter, and VLDC unloading pump

13. Readiness Start Up and Commissioning Electrical All electrical precomm activity are already done Power supply or back up power is available LOTO for electrical construction activity or outside work from commissioning jetty 3

14. All instrument precomm activity already done Document cause and effect is already done DCS for start up & commissioning activity is ready. Readiness Start Up and Commissioning Instrument

15. Readiness Start Up and Commissioning Safety All hazard already identified and have mitigation FGS and fire fighting commissioning activity are already done Competence person for safety and fire fighting are available All commissioning jetty 3 area will be give soft barricade or hard barricade

16. Readiness Normally Shut Down All function test for shut down are already done Readiness Emergency Shut Down All function test for emergency shut down are already done All safety equipment working normally and not override
