Dhaka Elevated Expressway The Dhaka Elevated Expressway is Bangladesh’s first elevated toll road, designed to ease traffic congestion in Dhaka. The expressway spans 19.73 km, with ramps extending its total length to 46.73 km. It connects Hazrat Shahjalal International Airport to Farmgate, with ongoing construction to link it to the Dhaka–Chittagong Highway. Developed under a Public-Private Partnership (PPP) model, with an estimated cost of $1.13 billion. The government aims to improve connectivity between northern Dhaka and its central, southern, and southeastern regions.

Project Department Ministry of Road Transport and Bridges ( MoRTB ): The top-level authority responsible for national road and bridge infrastructure, policy-making, budgeting, regulation, and oversigh . Bridges Division: A specialized division within MoRTB tasked with handling large-scale bridge and grade-separated roadway projects, such as bridges, tunnels, flyovers, and elevated expressways. Bangladesh Bridge Authority (BBA): Operates under the Bridges Division and functions as the implementing agency. It is mandated to oversee all aspects of design, construction, operation, and maintenance of large-scale infrastructure including the Dhaka Elevated Expressway .

Implementing Agency The Bangladesh Bridge Authority (BBA) is the executing agency for the Dhaka Elevated Expressway project, a major infrastructure initiative aimed at easing traffic congestion in Dhaka. The expressway is a public-private partnership, connecting the Hazrat Shahjalal International Airport with Kutubkhali on the Dhaka-Chittagong highway.  The Dhaka Elevated Expressway is being implemented under a public-private partnership (PPP) model. The private partner is the First Dhaka Elevated Expressway Company Limited a joint venture comprising with three Company Thai Development Public Company Limited China Shandong International Economic Group Sinohydro Corporation Limited

Project Scope of DEE Minimizing Land Acquisition The expressway will feature interchanges and ramps to connect with existing roads and facilitate access and exit points. Grade separation eliminates cross traffic, reducing the likelihood of accidents. Improving Road Safety The project includes the construction of toll plazas and the implementation of a computerized toll collection system. Toll Plazas and Collection System Building above existing roads often reduces the need to acquire and demolish properties compared to expanding roads at ground level Interchanges and Ramps

Existing Background Environment 1) PHYSICAL ENVIRONMENT ( i ) verifying the final alignment of the proposed Expressway, (ii) identifying positions of important physical features along the alignment of the proposed Expressway and its surrounding areas, and (iii) Identifying the possible affected entities. The survey was carried out along approximately a 300m corridor along the proposed alignment of the Expressway 2) ECOLOGICAL ENVIRONMENT i ) to enlist the plant and wildlife species with their national and international status, (ii) to enlist keystone, rare and threatened flora and fauna including fish species, to investigate the distribution and abundance of flora and fauna including fish species, and to make an assessment of the impacts for the proposed project activities on the existing ecological environment .
