Technology transfer is a process to transfer information and technologies necessary to manufacture quality drug product consistently or technology transfer is the process of taking an invention from its inception in a laboratory to a commercialized product The successful technology transfer from R&D, the transferring site, to the commercial production site, the receiving site, is a critical process in the development and launch of a new medicinal product TT is the transfer of the manufacturing process for a new pharmaceutical Drug Substance; DS and Drug Product; DP respectively from the transferring site (in this case R&D) to the receiving site or designated commercial Manufacturing site. TT also involves the development and successful transfer of the analytical and microbiological test methods and specifications for the DS and DP that will become the final Quality Control; QC procedures used at the commercial Production site.

FACTS ABOUT TECHNOLOGY TRANSFER The technology transfer means actions to transfer information and technologies necessary to realize quality of design of drugs during manufacturing. Appropriate technology transfer is important to upgrade the quality of design to be the quality of product, and ensure stable and high quality of the product. It should be noted that drugs may influence human lives and health, and their raw materials, compositions and manufacturing methods are changed during their long term manufacturing and marketing. To assure the drug quality, it is desired to make sure 5 W’s and 1 H, that is what, when and why information should be transferred to where and by whom and how to transfer, then share knowledge and information of the drug product between transferring and transferred parties . The technology transfer does not mean one time actions taken by the transferring party toward the transferred party, but means continuous information exchange between the both parties to maintain the product manufacturing . Technology transfer can be considered successful if a receiving unit can routinely reproduce the transferred product, process or method against a predefined set of specifications as agreed with a sending unit or a development unit.

Asian and Pacific Centre for Transfer of Technology (APCTD) APCTT is a United Nations Regional Institution under the Economic and Social Commission for Asia and the Pacific (ESCAP). The Centre was established in 1977 in Bangalore, India. In 1993, the Centre moved to New Delhi, India. APCTT promotes transfer of technology to and from small- and medium-scale enterprises (SMEs) in Asia and the Pacific. The objective of APCTT is to strengthen the technology transfer capabilities in the region and to facilitate import/export of environmentally sound technologies to/from the member countries. APCTT is governed by a Governing Council consisting of a representative designated by the Government of India which extends host facility to the Centre, and no fewer than eight representatives nominated by other members and associate members of ESCAP elected by the Commission for a period of three years. The Governing Council meets at least once a year, advises on the formulation and implementation of the programme of work and reviews the administration and financial status of the Centre. The Executive Secretary of ESCAP submits an annual report, as adopted by the Governing Council, to ESCAP at its annual sessions. APCTT also reports its activities to the Committee on Information and Communications Technology & Science, Technology and Innovation, one of the nine committees that make up the subsidiary structure of ESCAP. The Advisory Committee of Permanent Representatives and Other Representatives Designated by Members of ESCAP periodically review the work of APCTT. The present Governing Council elected for the tenure of three years (2017 -2020) and comprises of the 13 member States:

National Research Development Corporation ( NRDC ) It is a premier Knowledge Transfer Organization (KTO) in India. It is a Section 25 Company established in December 1953 under the Ministry of Science and Technology with a mandate to commercialize, to develop and promote indigenously developed technologies from universities, individual inventors, national R & D Institutions, etc .  It has been playing a very significant role in providing a vital link between research network and industry in the country . One of NRDC’s most important functions has been to make sure that worthwhile inventions, be it from the national laboratories, the private inventors, the small firm, budding innovator in the University did not go unnoticed or unrecognised .

Some Facts about NRDC Licensed indigenous technologies to over 4,500 entrepreneurs. Information available on over 5,000 Indian technologies and 2,000  foreign  ones from  Israel, China, Russia, Holland, South Korea, Japan, and other countries which Indian industries can make use of. Set up plants based on Indian technologies for manufacture of chlorine tablets, water filter candles, menthol from mint oil in Indonesia, synthetic and natural dyes plant in Vietnam, rice husk particle board plant in Malaysia; 18 projects in Myanmar and Rural Technology centers in Senegal. Consultancy services for setting up four Science and Technology Entrepreneurship Parks in Egypt and an industrial park in Gabon, besides providing other products and services in Bangladesh, Philippines, Madagascar, Thailand, Nigeria, Ethiopia and other countries. Wide international network, registered with the World Bank ( WB ), Asian Development Bank ( ADB ), Africa Development Bank ( AFDB ) and has built close working linkages with  UNIDO ; Vienna,  IDRC ; Canada,  CIDA ; Canada, TNO; Holland,  KIST ; South Korea, ANVAR; France, Social Fund for Development (SFD); Egypt etc. Trend in royalty earned shows steady growth in the past five years without much variation in the premium earned. Patents filed since 2004-05 show substantial increase in number Maximum numbers of technologies were received during 2004-05 when the number of patents file number was the lowest. Among various R&D organizations transferring technologies to  NRDC Central Silk Board (Ministry of Textiles) is the main contributor followed by  CSIR .

Technology Information, Forecasting and Assessment Council (TIFAC) Technology Information, Forecasting and Assessment Council (TIFAC) was set up as an autonomous organization (registered society) under the Department of Science & Technology, Govt. of India in the year 1988 Its activities encompass broad areas towards identifying, facilitating and implementing technology development projects under Technology Vision 2020; undertaking technology forecasting & assessment studies and technology & market linked business opportunity reports in emerging technology areas of national importance . TIFAC continues to strive for technology development in the country by leveraging technology innovations through sustained and concerted programmes in close association with academia, R&D and industry IFAC commended Technology Vision 2020 to the nation in 1996 under the leadership of Dr A P J Abdul Kalam with an objective to make India a developed nation. TIFAC has now prepared Technology Vision 2035 in response to the major changes in economic situation, geopolitics and technology domain at a global level in the last two decades. The Technology Vision 2035 document foresees the type of Indians in 2035, identifies their needs and technologies needed to fulfill them . IFAC also demonstrated mobile hospitals - an innovative low cost health care model in public-private partnership for the under-privileged in remote hilly regions of Kumaon and Garhwal of Uttarakhand .   The mobile hospitals offer modern diagnostic facilities and curative health care, conduct health & hygiene awareness programme and collect health profile data.  These models have been replicated not only within Uttarakhand but also in North-Eastern states under National Rural Health Mission. The concept was included in the 11th Five Year Plan for public private partnership (PPP) in the Health Sector.

Biotech Consortium India Limited (BCIL )  a public limited company, promoted by the Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India and set up by All India Financial Institutions including IDBI, ICICI, IFCI, UTI and IFCI Venture Capital Funds Limited . BCIL was incorporated under the Companies Act 1956(Now Company Act, 2013) in 1990 with government in advisory role, development banks as major funding agency . BCIL has been actively involved in technology transfer, project consultancy, fund syndication, information dissemination, and manpower training & placement related to biotechnology.

Small Industries Development Bank of India(SIDBI) is a development financial institution in India, headquartered at  Lucknow  and having its offices all over the country . Its purpose is to provide  refinance  facilities and short term lending to industries, and serves as the principal financial institution in the  Micro, Small and Medium Enterprises  (MSME) sector Its purpose is to provide refinance facilities and short term  lending  to industries, and serves as the principal financial institution in the Micro, Small and Medium Enterprises (MSME) sector. SIDBI also coordinates the functions of institutions engaged in similar activities .  SIDBI also coordinates the functions of institutions engaged in similar activities In order to increase and support money supply to the MSE sector, it operates a refinance program known as Institutional Finance program. Under this program, SIDBI extends Term Loan assistance to Banks, Small Finance Banks and Non-Banking Financial Companies. Besides the refinance operations, SIDBI also lends directly to MSMEs SIDBI has launched the ‘ Udyami Mitra ’ Portal to improve accessibility of credit and handholding services to MSMEs. They can select and apply for preferred banks through this portal. Under the portal entrepreneurs can apply for loan without physically visiting any bank branches and can select from over 1 lakh bank branches, track their application status and avail multiple loan benefits . t also has facility for uploading all necessary documents. Through the portal the MSMEs can also seek handholding support for getting finance.SIDBI has also entered into an arrangement with CSC e-governance Services ( CSCeGS ) to take Udyami Mitra portal to the unserved and the underserved MSMEs. CSCeGS is a special purpose vehicle (SPV) set up by ministry of electronics and IT ( MeitY ) which acts as connect point for various digitally aligned services to villages in the country.

Functions of SIDBI SIDBI refinances loans extended by the primary lending institutions to small scale industrial units, and also provides resources support to them. SIDBI discounts and rediscounts bills arising from sale of machinery to or manufactured by industrial units in the small scale sector. To expand the channels for marketing the products of Small Scale Industries (SSI) sector in domestic and international markets. It provides services like leasing, factoring etc. to industrial concerns in the small scale sector. To promote employment oriented industries especially in semi-urban areas to create more employment opportunities and thereby checking migration of people to urban areas. To initiate steps for technological up-gradation and modernisation of existing units. SIDBI facilitates timely flow of credit for both term loans and working capital to SSI in collaboration with commercial banks. SIDBI Co-Promotes state level venture funds in association with respective state government. It grants direct assistance and refinance loans extended by primary lending institutions for financing exports of products manufactured by small scale units
