To use Exchange server on-premises, you will need to purchase a license for each server that runs the software.
There are three types of on-premises licenses available for Exchange Server – Standard Edition, Enterprise Edition, and Client Access License (CAL). The Standard and Enterprise editions differ in terms of features and functionality offered.
The CAL license allows users to access the Exchange Server from their devices and is required in addition to either the Standard or Enterprise edition license.

Exchange Server
on-premises licenses
Exchange Server licenses are available in a Standard and an Enterprise
edition. The Standard and Enterprise Server license can be used in
conjunction with Standard and/or Enterprise CALs. Choosing a particular
CAL depends on the different levels of functionality offered
For core functionality, it is inked to a Standard CAL which is assigned to a
user or device. However, for extended functionality, if in use or required,
we recommend the purchase of an Enterprise CAL in addition to the
Standard CAL
Choose Exchange Server Standard edition for small to midsize
organizations with limited scalability requirements with fewer users. For
larger organizations with high scalability requirements with a large
number of users, or for high availability within clustered environments,
choose Exchange Server Enterprise edition
For users accessing fundamental email and calendar information, choose
Exchange Server Standard CALs. Using Unified Messaging, integrated
archiving functionality, and information protection capabilities, choosing
to add an Exchange Server Enterprise CAL is recommended
An Exchange Server Enterprise CAL with services with active SA will
include the rights to Data Loss Prevention and Exchange Online
Protection. Standard or Enterprise CALs can be used with either
Standard or Enterprise Server editions
