2 Purpose of this Module and who shall attend This Module is only available to persons who have previously attended Temporary Operations Induction Module 1 or Module 2 and are requiring renewal of TO cards. This session is one refresher module combining overview information from TO Module 1 and TO Module 2. Attending the session permits both TO induction expiry dates be renewed for an additional year. Only persons who have completed a full induction module can attend the refresher. If the previous full module hasn’t been completed for both TO induction modules only one module will be renewed on the card. If you have not attended any full TO modules do not stay for this induction and request to attend the full module by your training manager or supervisor. CPWs attending this module will have the CPW status renewed upon completion. LOTO module will be renewed at the same time.

4 Reminder of General Temporary Operation Rules Access and Work in all Temporary Operations Area requires an approved TO Permit Access to the area is only permitted to person who have attended a TO Induction Module Access will only be granted to persons holding a TO Induction card Access will only be granted to persons with a CPW (Competent Person in charge of Works) present A permit will only be provided to a CPW upon presentation of a valid and approved permit request Track Possession Access Permits (TPAP) and Room Access Permits (RAP) with keys will only be issued by LRTC Authorized persons to a CPW – No exceptions! Gaining access to any rooms using the emergency keys for work is strictly prohibited No CPW, No TO card, No PPE or No Permit = NO ACCESS

Safety measure – Place Of S afety (POS) A POS is an area where there is a minimum of 2 m between the outer running rail and the POS or the outer running rail and the POS are separated by physical barriers (i.e. PSD) Some areas have no POS like on viaduct and in the tunnels. They are referred to as “limited clearance” areas. Hence prior to accessing a limited clearance area, it is paramount that checks are carried out to ascertain no trams are moving in the zone. Even when equipped with an approved work permit, the CPW, prior to entering the zone, MUST liaise with the Traffic Liaison Officer in order to get final clearance. It is good practise, in the planning of work, to identify POS and direct routes to them. CPW should ensure that the place(s) of safety is big enough to contain all of his work party until the danger has passed . Example of POS is shown in the picture, POS should be 2m away from the line 6 2m 2m
7 Safe Communication and Hazards associated with OCS
Working In Electrical Environment Once an area is energised, you must: Assume all electrical circuits are live 24 hours a day, Report broken, ineffective or damaged electrical equipment instantly, Ensure that no-one comes into contact with such equipment until it is repaired, Ensure that access to switchboard and electrical installations are clear – emergency means of discharging power has to be kept clear of any obstructions. Never work until you get permission & “Permit to work” from the Temporary Operations Department 8
9 How T&C works T&C HOURS RULES T&C hours in this context refers to hours during which traction power is ON and/or trams are running on the Test Zone. These hours are determined as per the T&C activities schedules incremented of 1 hour either side in order to carry out indispensable safety checks. T&C hours are under the management and coordination of the Manager Of Temporary Operations. Operations time slots allocation For safety reasons, during T&C, operations are organized in two distinct time slots: T&C hours : during which T&C dynamic activities are planned: tram/RRV would be running and the traction power would be ON . Engineering hours : these are hours outside the T&C dynamic activities. No tram / RRV movements would take place and OCS power would be switched off. During engineering hours, construction remedial works would be undertaken.

12 Tool box Talk Picture showing earthing rod Earthing roads are provided on the OCS (Overhead Catenary System) to discharge power in case of any power leakage to an undesired location under the OCS. No CPW or workers shall do any modification or alteration to the earthing rods or remove it, as it is an essential safety device. All works performed under an OCS must have a valid Temporary operations work permit and an Isolation certificate. Signage and barriers are provided on site to identify the area after the earthing rods to prevent unauthorized access to the energized OCS.
13 Blue Light Stations (BLS) BLS emergency cut-off buttons (ECOs) are used to cut off the traction power in case of emergency BLS are located in the following locations: Each end of platform in underground stations, Tunnel emergency egress stairs (shafts), Tunnel Portals, OMF: Depot Access, Workshop Access, Stabling and Test Track, Traction Power Substations (TPS). The re-energisation of an activated BLS is undertaken locally. R e- energisation shall be made by the PSE of the party that push the button only after clearance of the risk and in coordination/with approval of MOTO/Traffic controller. During Tram running the phone will connect to the OCC
The APS traction is supplied via feeder boxes located between the two sets of track (see below ). Intervening inside an APS feeder power box is strictly reserved for LRTA authorized personnel. The authority and accreditation are checked as part of the TO Work Permit procedure. It is forbidden to throw liquids towards a power box. W orking without stop board at EDD-03 Station. Work stopped CPW in attendance was advised to use stop boards on either side of the workplace as per the procedure. Stop board must be placed on tracks when working on the track. TO Breaches
Permanent and Temporary Emergency Exit doors should always be closed and not tied open. Failure to closed emergency exit doors e.g. at EC1-0A might lead to unauthorized entry into TO defined areas. Push bar doors shall be installed and maintained to prevent unauthorized entry. TO Breaches
Working at a location which is different from what is mentioned on the approved permit. All activities under TPAP should be as per the chainage/ location mentioned on it. TO Breaches
Observed t respass to the Track during the Tram Operation in BLC03 to BLC04 area. They were observed by the tram operator at BLC03 walking towards BLC03, The TAC sounded his whistle as a warning and they returned across the track back to BLC04 and down the stairs before the BLC04 TAC could see them. No access during tram operations on emergency walkways at grade or in tunnel areas. Access only permitted in engineering hours with an approved TPAP. TO Breaches
Incident happened on Metro Green Line Metro Line Elevated section 17 th February 2019 – Al Riffa Station Always request a TO permit for any lifting activities with 3 meters of the ROW. This includes 3 meters form the furthest jib length radius of any mobile crane. Any lifting within 3 meters of the furthest jib length has to be undertaken during engineering hours Metro TO Breaches

24 Tool box Talk Materials are being left on the cable trough covers, within the tram gauge or on the track after completion of activities within the defined areas of the temporary operations limits as shown in the photos. Upon completion of the works all materials must not be stored within the Tram gauge or left on the track. The track and rail groove must be left free from materials to prevent a derailment and all fences must remain closed to prevent unauthorized access to the defined areas of the temporary operations limits. barriers and materials must not extend beyond the platform edge or within Tram Gauge.
25 Tool box Talk Following the near miss shown above in which a worker was carrying a long cable tray close to the OCS system which is electrical energized with 750 V DC, all activities in these areas during T&C hours has been banned. All activities or access to this area will only be permitted during Engineering Hours with a Temporary Operations Work Permit. Highlighted areas where work is only permitted during Engineering hours are provided on layout diagrams as per the example above. Temporary Operations Refresher Training Before entering and working in a room check the door lock mechanism if it is working properly, there is no d amage and the door handle is working from inside too Failure to check for damage by others may result in teams getting trapped in the room. Report any damage to the CPW so they can notify the TO Dept for reporting the asset owners for urgent action.
