Introduction Preliminary Project Planning: Site layout, Infrastructure development - Security, Office and Residence , Power , Water, Access roads, Drainage, Illumination, Storage yards, Workshop, Garage, Parking , Testing facilities, Medical care, Firefighting facilities, Communication and fuel station facilities Construction work cannot be started without adequate preparation, such as acquisition of land, collection of comprehensive information / data required for design work, and preparation of specifications and contract documents. Enough land should be acquired for project work as well as for building infrastructures for executing agencies to complete their contractual obligations safely maintaining quality without time overrun. Construction method should be adopted keeping all these in view to ensure assured quality output. Project implementation different kinds of materials conforming to the detailed specifications are required.

Site layout Acquisition of land is a prerequisite for starting construction activities. The acquired land must be sufficient to meet the requirements of both the project layout as well as the construction agencies. A construction agency would need sufficient land for constructing their temporary offices, covered stores, open storage yard, space for pre assembly, storage areas for spare parts, mountings, movement, garaging of construction offices, workshop facilities etc ., For initiating preparation of project layout by owners and working out schedule of items for competitive bidding by interested construction agencies, the following information should be gathered by visiting the actual location where construction work is to be executed. Site layout Site layouts of construction agencies should be prepared keeping in view economy, efficiency and security. Avoiding double handling, easy accessibility and short movement / hauling would economize construction activities. Availability of materials and equipments as and when required is essential for both economy and efficiency. Security deserves prime consideration for avoiding loss by theft or vandalism. This can be best be done by fencing along the boundary of the allotted space and posting security g uards. The layout of the project should be developed keeping in view the extent of mechanization contemplated.

Infrastructure development Once the Detailed Project Report (DPR) has been prepared and sanctioned by the appropriate authority, necessary fund should be made available for building up infrastructures to facilitate project implementation Assignment of site personnel is the first step that should be taken towards initiating implementation process. Acquisition of land must be completed before assignment of site personnel, mainly because delays on any account whatsoever would only escalate the project cost . Speedy and timely project implementation would not be possible without having the following infrastructures ready Boundary wall Office and residential accommodation Electrical power Water

Security Security at the site is to be very strict to ward of loss by pilferage , theft and vandalism. Necessity of boundary walls along the periphery of a site with strong steel gates at the crossing of roads and railway tracks. Security guards should be posted to check entry and exit of personal vehicles. Arrangement of accommodation would be depend on the exact site location and existing accommodation available nearby. If the site is located in remote and isolated area, new accommodation would have to be build . Office accommodation can built in 2 phases: Temporary offices and Permanent offices Temporary structures normally dismantled when vacated. Office and residence

Power The DPR contains an estimated requirement of unit wise as well as total electrical power for project. First need workout load demand during implementation process. On the basis of estimated load, an application is addressed to the government agency or private enterprise responsible for distribution of metered power at the project site . Like power , demand of both portable and construction water requirement could be worked out. Water would be required for: Construction activities Concrete production Masonry work Portable and construction water Curing of concrete Soil compaction Human consumption Drinking Sanitation

Access roads Movement of heavy transport vehicles and construction equipment would need firm base . Water logging at the site may disrupt the progress of construction activities to a great extent. Also buckets filled with sand or water should also be kept at venerable points so that those who cannot use fire extinguishers can use the contents of buckets for fire mitigation .
