18 SWOT Analysis In order to accomplish the set goals within the time frame in alignment of the vision, there is a need to do SWOT Analysis as a first and foremost step in the path of the growth trajectory. Taking this spirit as a guiding principle, the Strengths, Weaknesses, Opportunities and Threats (SWOT) have been analyzed and a gist of which is illustrated below. Strengths Fertile Lands with assured irrigation under Godavari Western Delta for two seasons with the supplementary support from minor irrigation sources to thrive multiple crops.   Highly potential Human Resources with a straight of adaptability to take up are venture in to any type of activity right from setting up of industries to taking employment under different disciplines both domestically and abroad as well.   This district is best suited to adapt the model of 4Ps such as Public, Private, People Participation in creation of Social, Agriculture, Tourism, Irrigation, Aqua Culture infrastructure as this district has significant presence of wealthy people with trait of charitability and entrepreneurship.   West Godavari District has 19 Km of coastal line apart from having 57 Km length of Godavari River in the eastern part of the District which is a boon for Beach Tourism, Boating, River Tourism.

19 SWOT Analysis Strengths The presence of ancient temples such as Ksheeraramalingeswara Swamy Temple in Palakol and Someswara Swamy Temple in Bhimavaram, fillips the temple tourism in the district.   Availability of abundant surface as well as Ground Water would become a boon for flourishing aqua culture in the district.   The climatic conditions together with availability of fodder, traditionally rearing persons of milch animals and Poultry existing in the district pave the way for boosting of dairy and livestock development.   Having the well connected Road, Rail, Water infrastructure apart from having access to Airport and Sea Port within the reasonable time is an added advantage for the economic development of this district.

20 SWOT Analysis Strengths   It has a potential for establishment of MSMEs and major industries and especially setting up of food processing units including cold storages under Agriculture and Allied sectors.   This district is well known for reputed educational institutions from primary to higher education under both general and technical disciplines which is a milestone to produce quality human resource. Weaknesses Even though there is a lot of scope for growing multiple crops with different cropping patterns, cultivating of Paddy as a mono crop in maximum extent is a notable weakness in the district.   Since this district geographically located at riparian of many drains and rivulets which are originating in other states and districts, it would become vulnerable for floods under most of the drains and rivulets including the river Godavari.

21 SWOT Analysis Weaknesses   The age old problems in maintaining irrigation distributary network of Godavari western delta is another weakness which causes devastating effect on different spheres of the economy i.e., social and economic infrastructure including human life. Non availability of adequate workforce is a critical gap under Agriculture and Allied sectors.   Lack of echo system to engage local entrepreneurs and affluent people in promotion and development of the district under industrial and service sectors.   Lack of skilled workforce to meet the demand of the emerging activities under broad sectors of Agriculture & Allied sectors, Industry and Service sectors.   There is no forest area in West Godavari District which is very crucial to maintain ecological balance and biodiversity.   Non availability of adequate land for industrial development .

22 SWOT Analysis Opportunities There is a vast scope for industrial development by optimally utilizing road, rail, water and air ways available in the district.   With the intervention of the Government in the form of policies Aqua culture, Food processing units can be developed in a big way which assures significant size of employment both directly and indirectly.   BY encouraging the private partners, the untapped potential in respect of tourism sector can be utilized effectively and thereby provide employment and other auxiliary business units to thrive in the district on this front.   Since the forest area is not there in the district, the river banks, canal and drain bunds, sea shore area to be developed by taking up a massive plantation programmes under social forestry.

23   SWOT Analysis Opportunities Demographical dividend can be utilized effectively by imparting technical skills and make them employable in the district by utilizing the strengths of the geography of the district on all aspects.   Promotion and encouragement of progressive farmers to go for growing high value commercial crops by utilizing the strengths of the soil and water available in the district.   Harnessing of marine products through construction of fish landing centers and fish harbors. Threats Cyclones and floods are the main unforeseen threat to this district.   Climatic conditions and untimely rains are considered to be a threat to the aquaculture.

Introduction: Brief description of the department mentioning the activities/services that are being implemented by the department to be reported . II. Vision & Goal: A clear image of a desired future state or outcome of the department to be reported. The goals set to archive the Vision of the Department to be mentioned . III. Stock taking Analysis: The present state of the achievements under each intervention / activity / service/schemes/program/project to be covered in this section.    Analyze the reason for low performance/not archiving the targets under each intervention / activity / service/scheme/program/project .

Critical Gap Analysis:   Human Resources Implementation Process Policies and Procedures Financial Constraints Convergence Others if any V.SWOT Analysis:   There is a need to do SWOT Analysis by each department before going for preparation of Perspective Plan.   SWOT means S – Strength, W-Weakness, O-Opportunities, T-Threats of the departments to be identified meticulously. This gives a clear path towards meeting the milestones in achieving the set goals under each intervention / activity / service/scheme/program/project.

Strategy:   In order to achieve the set goals within the broader frame of the vision of the department, short term, long term strategies to be evolved under each intervention / activity / service/scheme/program/project.   VII. Perspective Plan- 2024-29:   While preparing the District Perspective Plan ,the following points to be considered. 15% Annual growth Strengths Potential Areas Growth Engines Emerging Areas In case of social sector, the best bench marks set by the Nation, Other states to be considered for fixing targets. In case of creation of Infrastructure, Public, Private, People Partnerships to be adapted to the extent possible with provision of Viable Gap Fund.  

27   VIII. Financial Resources:   The success of any project depends on the strength of the financial resources and their effective and efficient management. Financial Resources to be identified from the Budgets of both State and Central, CSR Funds , Public Contribution, Donations from Non Profitable Organizations etc.   X. Monitoring and Evaluation:   Each department has to establish a Robust monitoring and evaluation wing to watch the the growth trajectory under each intervention and thereby to take corrective measures on real time basis while the interventions are being implemented .   XI. Documentation of the best practices:   In order to replicate the best practices, there is a need to document best practices by each department for internal consumption and sharing with others on this front to follow suit.
