Overview of RA 9003

WHAT IS RA 9003? Known as the Ecological Waste Management Act of 2000. Enacted January 26, 2001. Main purpose is to establish a systematic, comprehensive, and ecological solid waste management program.

Importance of Solid Waste Management Effective solid waste management reduces pollution, protects natural resources, and conserves energy. It plays a critical role in fostering sustainable communities and ensuring cleaner living environments for future generations. RECYCLABLES NON-BIODEGRADABLE BIODEGRADABLE HAZARDOUS

Non-Biodegradable Materials Substances do not breakdown or dissolve for many years. Because of that, they can be recycled and reused. Used plastic containers and food containers.

Biodegradable Materials Biodegradable wastes are such waste materials which are and can be degraded by natural factors like microbes (e.g. bacteria, fungi and a few more), and abiotic elements like temperature, UV, oxygen, etc. Some examples of such wastes are food materials, kitchen wastes, and other natural wastes like fruit peelings.

Recyclable Materials Recyclable materials are those that can be diverted from the waste stream and processed into new materials or products. Common recyclable materials include paper, cardboard, glass bottles (PET) and jars, aluminum and steel cans, plastic bottles and containers (often with specific resin codes), and certain types of plastic film. 

Hazardous Wastes Hazardous waste is a waste with properties that make it dangerous or capable of having a harmful effect on human health or the environment. Some examples of such wastes cleaning materials, broken bulbs, batteries, flammable materials.

Protecting Public Health and the Environment RA 9003 addresses the growing need for sustainable practices to protect public health from the dangers of unmanaged waste. Proper disposal and recycling reduce hazards such as diseases and environmental degradation.

Key Features of RA 9003

Waste Segregation @ source Waste must be sorted into four main categories: biodegradable, non-biodegradable, recyclable, and special waste. This fundamental practice ensures more efficient recycling and reduces landfill overflow, promoting responsible consumption.

Local Government Responsibilities Local Government Units (LGUs) are tasked with implementing and managing solid waste management programs. They play a critical role in ensuring compliance with RA 9003 and facilitating community education on waste management practices.

Prohibition of Incineration RA 9003 strictly prohibits the incineration and open burning of solid waste, which aims to mitigate air pollution and protect public health. This measure encourages alternative waste management methods such as composting and recycling.

Establishment of MRF’s Barangays are required to establish Materials Recovery Facilities (MRFs) to process and sort waste for recycling and composting. MRFs facilitate efficient waste management on a local level, promoting sustainability and reducing landfill use.

Public Participation The Act encourages active participation from communities, schools, and the private sector in waste reduction and recycling efforts. Public engagement enhances awareness and fosters a sense of responsibility towards solid waste management.

Education and Enforcement

Awareness Campaigns Awareness campaigns are essential for promoting ecological waste management practices. They aim to inform the public about the importance of waste segregation, the environmental impacts of improper waste disposal, and the benefits of recycling and composting.

Integration to School Curricula Integrating ecological waste management into school curricula promotes environmental consciousness among students. Schools can implement programs and projects that encourage students to engage in recycling efforts, fostering responsible behavior toward waste management from a young age.

Penalties and Violations RA 9003 enforces penalties for violations such as illegal dumping and non-segregation of waste. These penalties include fines and sanctions, which serve as a deterrent to ensure compliance and protect public health and the environment.

Community Engagement Strategies Effective community engagement strategies, such as organizing clean-up drives and recycling initiatives, enhance public participation in waste management. Collaboration between local governments, NGOs, and residents fosters a sense of ownership, encouraging sustainable practices at the community level.

CO2 Emissions of DLSAU From 40, 585 Kg of solid waste produced. DLSAU was able to contribute (18,263.25 kg) of CO2 emissions. Comparing it to the yearly average of Malabon City (56,340,000 kg) NCR (2,273,700,000 kg) The Philippines (5,431,320,000 kg) And the World (1.6 trillion kg).

Simple Ways to Cut Emissions, a CALL FOR ACTION! Compost Organic Waste Turn food scraps, manure, and plant waste into compost instead of sending them to landfills. Use Animal Waste for Energy Install a biogas system to turn manure into clean energy. Recycle More Set up clear bins for paper, plastic, and glass in classrooms, labs, and offices. Avoid Burning Plant Waste Use crop leftovers as mulch or compost instead of burning them. Go Digital Reduce paper use by switching to digital records and notes. Teach and Involve Students Include sustainability in lessons and let students lead green projects. Track Your Waste Measure how much waste is produced and how much is reused or composted.
