PERMENAKERTRANS NO. 13/MEN/2011 tentang Nilai Ambang Batas Faktor Fisika dan Kimia di Tempat Kerja Kategori Nilai Ambang Batas (NAB) Threshold Limit Value (TLV) Faktor Kimia 1.NAB Rata-Rata = TLV-Time Weight Average (TWA) Threshold Value in the average during working hours, namely Average degree of chemical substance in work environment during 8 hours a day or 40 hours per week in which almost all manpower may be repetitively and daily exposed, in performing the job without rendering health disorder or disease as a result from work consequence. Threshold value register may be abbreviated in to NAB.

PERMENAKERTRANS NO. 13/MEN/2011 tentang Nilai Ambang Batas Faktor Fisika dan Kimia di Tempat Kerja Kategori Nilai Ambang Batas (NAB)/Threshold Limit Value (TLV) Faktor Kimia 2. NAB - Pajanan Singkat Diperkenankan (PSD) = TLV – Short Term Exposure Limit (STEL) NAB short exposure threshold i.e. any given degree of work environment airborne chemical substance in which almost all manpower may be continually exposed in short time namely within not later than 15 minutes and not more than 4 times of exposure per working day, without suffering / encountering irritation, Damage or changes of chronic tissue and narcosis effect. PSD shall be abbreviated in to PSD or tolerable short exposure. 3. NAB – Kadar Tidak Dipekenankan (KTD) = TLV – Ceiling Highest NAB shall be defined as highest degree of work environment airborne chemical substance at any time being intolerable to exceed during work operation. KTD shall be abbreviated in to tolerable highest degree.

BENEFIT OF THRESHOLD This threshold shall be applied as recommendation for practice of company hygiene to perform work environment management as an effort to prevent its impact on health. Thus NAB may also be applied as among others : 1. As comparative standard degree 2. As manual for production planning and technological planning of hazard control in work environment 3. To ascertain substitution of production process substance against more contaminated substance and less contaminated substance. 4. To support diagnosis of health disorder, occurrence of disease and hindrances of work efficiency as a result of chemical factors under support of biological check up.

CATEGORY OF CARCINOGEN Carcinogenic Chemical substances are categorized as follows: A-1 Confirmed Human Carcinogen is proved on basis of evidence of epidemiological study or reliable clinics evidence in respect of its exposure against human being. A-2 Suspected Human Carcinogen. Carcinogenic Chemical substance against experimented animal on any given dosage, reacted through tracked road, location, histological type or mechanism deemed appropriate to exposure of manpower. The existing epidemiological research provides insufficient evidence to the increase of cancer risk to the human being under exposure. The existing Epidemiological Research provides insufficient evidence to the increase of cancer risk against the human being under exposure. A-3 Carcinogen Effect to Animal. Carcinogenic chemical substance on experimented animal on relatively high dosage reacted through the tracked roads, location, histological type or mechanism inappropriate to the exposure of manpower. A-4 Non Human Effected Crcinogen. there is inadequate data to classify these carcinogenic substances against human being or animal. A-5 Non Suspected Human Carcinogen.

NAB GABUNGAN Whether or not it is exceeded, combined threshold of such chemical substance may be identified through calculation of total ratio between degree and the respective NAB subject to formula as follows: {C1/ NAB(1)} + {C2/ NAB(2)} + ……….+ {Cn/ NAB(n) } = …. When the quantity is more than 1 (one), it means that combined threshold is exceeded.

A. Complimentary effect 1. General condition Combined NAB: {C1/ NAB(1)} + {C2/ NAB(2)} + {C3/ NAB(3)} = … Sample : Air contains 400 bds aseton (NAB - 750 bds), 150 secondary bds Butil Asetat (NAB - 200bds) and 100 bds Metil etil Keton (NAB - 200 bds). Combined degree = 400 bds + 150 Bds + 100 Bds = 650 bds. To identify whether or not combined NAB is exceeded, the relevant figures are included in to formula: 400/750 + 150/200 + 100/200 = 0.53 + 0.75 + 0.5 = 1.78 Thus, above-mentioned degree of the combined chemical substance has exceeded from combined NAB, as output of formula is higher than 1 (one).

2. Special case Special case shall refer to contaminant source namely liquid substance compound and airborne chemical substances composition deemed as same with composite composition. Composite composition is identified in % (percent) of weight, while combined NAB is stated in Milligrams per meter cubic (mg/m3). Combined NAB = 1 / {fa /NAB(a)} + {fb/NAB(b)} + {fc/NAB(c) } + {f(n)/NAB(n)} Sample: Liquid contains: 50% Heptan (NAB= 400 bds or 1640 mg/m3), 30% metil kloroform (NAB= 350 bds or 1910 mg/m3), 20% perchloroetelin (NAB = 25 bds or 170 mg/m3) Combined NAB = 1/ {(0.5/1640) + (0.3/1910) + (0.2/ 170)} = 1 / ( 0.00030 + 0.00016 + 0.00018 ) = 1/ 0.00164 = 610 mg/m3 Composite composition are: 50% or (610) (0.5) mg/m3 = 305 mg/m3 Heptan = 33 bds 30% or (610) (0.3) mg/m3 = 183 mg Metil chloroform = 33 bds 20% or (610) (0.2) mg/m3 = 122 mg/m3 perchloro neulen = 18 bds. Combined NAB : 73 +33 +18 = 124 bds or 610 mg/m3

B. Individual effected reaction Combined NAB = C1/NAB(1) = 1, C2/NAB(2) = 1, C3/NAB(3) = 1 and so on Sample: Air contains 0.15 mg/m3 lead (NAB = 0.15 mg/m3 ) and 0.7 mg/m3 sulfate acid (NAB = 1 mg/m3 ) 0.15/0.15 = 1 . 0.7/ 1 = 0,7 Thus combined NAB is not exceeded yet. C. NAB for mineral particles mixture Active biological mineral particles mixture applies formula such as mixture in A2 (special case).
