Section II Bid Data Sheet (BDS) consists of provisions that are specific to each procurement and that supplement the information or requirements included in Section I, Instructions to Bidders. Section III Evaluation and Qualification Criteria specifies the criteria to determine the Most Advantageous Bid. The “Most Advantageous Bid” is the Bid of the Bidder that meets the qualification criteria and whose Bid has been determined to be: substantially responsive to the Bidding document; and the lowest evaluated cost. Section IV Bidding Forms includes the forms for the Bid submission, Bill of Quantities or Activity Schedule and qualification information to be completed by the Bidder and submitted as part of its Bid.
