Existing condition:
•Degraded low salt marsh with limited vegetation- substantial
losses since 1974
•Low in elevation
•Isolated salt marsh hummocks with viable habitat
Proposed restoration of ~35.5 acres of low salt marsh habitat:
•Install clean sandy medium to raise elevation of restored low salt
marsh to be within the top ¼ of the tidal range (i.e., from 2.36 ft
to 0.98 ft NAVD88)
•Create network of tidal channels for drainage & fish habitat
•Preserve & replant existing hummocks and plant plugs of
Spartina alterniflora
•Construct energy dissipation berm

•Regulatory approval of proposed Arthur Kill Terminal Project and associated Mitigation Plan to occur in Q4 2024
or early Q1 2025.
•Black Bank restoration area design completion and construction procurement to occur in summer 2025.
•Subject to approvals, restoration work is anticipated to commence in early 2026 and be completed by late 2027
(over two growing seasons).
•Post-construction monitoring and maintenance would beperformed by the Applicant overa requiredfive-year
establishment period (through 2032), and long-term management of Black Bank Marsh would continue to be
overseen by National Parks Service.
