AGENDA ITEM NO. 21.1 Confirmation of Minutes of Previous Meeting Confirmation of the Proceedings of the Meeting of SEC Meetings held on 24-25 August were circulated to all concerned. No objections have been received and accordingly the minutes may be confirmed. Appraisal

AGENDA ITEM NO. 21.2 Action Taken Report on Previous Meetings of The SEC Agenda Item/Subject AGENDA ITEM NO. 4.5 : Formation Of SEC Sub-committee on Techno Legal Regime SEC directions: The Building Bye-laws as approved by the SEC be implemented immediately by TCP and UD and compliance reported within 2 months. Building Bye laws be re-examined in view of current requirements, TCP Department to ensure safe construction practices in rural areas and commercial activities to be brought under the ambit of TCP. Promote safe construction practices in rural areas The T&CP Department has submitted inputs on the Draft Modal Building bye-laws, aligning with the T&CP regulations. However, it is expected that the UD Department will adopt a 12-year pending agenda related to their department. Draft to regulate the construction in rural areas has been shared with Rural Development by TCP Reply awaited for the Districts & Rural Development Department . Action Taken

AGENDA ITEM NO. 21.2 Action Taken Report on Previous Meetings of the SEC (contd..) Agenda Item/Subject AGENDA ITEM NO. 9.18 : White paper on Earthquake Risk Reduction. A comprehensive compliance report regarding the status of the implementation of the recommendations stated in the white paper be demanded from the Stakeholder departments. This report should outline the progress made, any challenges encountered, and the planned course of action moving forward and the same shall be placed in the next SEC meeting Action Taken: The DM-Cell has sent reminders on November 2, 2023 to all Administrative Secretaries, Heads of Departments ( HoDs ), and Deputy Commissioners (DCs) to submit the Action Taken Reports.

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 9.20 : INSTALLATION OF EARLY WARNING AND ALERT SYSTEM BY THE DAM AUTHORITIES IN THE STATE The SEC directed MPP & Power to submit an action taken report as per the decisions taken in meeting held on 18 August 2023 under the chairmanship of Chief Secretary, he SEC specifically mentioned that the action against violation be taken in accordance with the guidelines provided by the Central Water Commission (CWC) and the Dam Safety Act of 2021 with the ultimate goal of promoting effective dam safety in all major dam sites of the State. In compliance with the directions of the SEC, the DoE has formed a committee. The purpose of this committee is to inspect the early warning arrangements by the major dams. Following the inspection, the DoE will compile a detailed report to be submitted to the SEC. ATR awaited from the DoE.

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 9.22 : UTILIZATION OF THE SERVICES OF RETIRED ENGINEERS FOR PROMOTING SAFE CONSTRUCTION PRACTICES IN THE STATE Decision: The SDMA and DDMAs to immediately identify retired engineers, who are willing to provide their services and database of such engineers is to be placed on the websites of relevant departments i.e. SDMA, DDMAs, T&CP, RD&PR, ID MDs, etc. further plan of action be developed to sensitized the general public about safe construction practices. Circulated press note Developed a Google form for enrolment So far 27 Retired engineers have shown willingness to provide their service to promote safe construction in the State

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 9.23 : NEED OF REGULATION OF CONSTRUCTION IN RURAL AREAS Decision: TCP Department to ensure safe construction practices in rural areas commercial activities to be brought under the ambit of TCP. RD to promote safe construction practices in rural areas as already directed. The T&CP Department has apprised that the draft to regulate the construction in rural areas has been shared with Rural Development Department to seek their inputs for the same. Report from the Rural Development Department is awaited.

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 14.7 : SCHEME FOR PROMOTING AMATEUR (HAM) AND COMMUNITY RADIOS FOR “ALTERNATE COMMUNICATION DURING EMERGENCIES The DM Cell proposed to launch a statewide scheme for promotion of alternate communication channels and the draft implementation guidelines for the scheme were submitted for approval in the 14th SEC meeting. In the meeting, SEC directed to take its approval from CMM. The Hon'ble Chief Minister has launched the seventh scheme of HPSDMA namely, " Scheme for Promotion Amateur (HAM) and Community Radios for Alternative Communication During Emergency . " This launch occurred on the International Day of Disaster Risk Reduction, which is 13 th October, 2023.

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 8.10 Hospital Safety Program 8.16 Structural/Safety Audit of Lifeline Buildings CBRI Roorkee for Kangra , Kinnaur , Sirmaur & Hamirpur IIT Mandi for Mandi , Kullu and Lahual & Spiti ). NITTTR Chandigarh for the districts of Bilaspur , Chamba, Shimla, Solan & Una . SEC directions: Collaborate with additional technical institutions for conducting safety audit of Lifeline buildings from CBRI Roorkee Health Department to appoint Nodal Officer to implement the Hospital Safety Scheme effectively, Issue of retrofitting will be discussed separately. The matter has been taken up with CBRI Roorkee and requested to submit the proposal. Letters were also written to other technical institutions too. Response of some institutions has come. Action in the matter will be taken in due course now. Response from Health Department is awaited.

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 18.10 & 15.8 Establishment of State Institute of Disaster Management (SIDM) in the State. Decision: It was approved that the DM-Cell will select HIPA-Fairlawn for the establishment of SIDM. The establishment of SIDM is part of an External Aided Project AFD. The project activities are expected to commence in the next fiscal year, i.e. 2024-25, if approved by the Govt.

Agenda Item/Subject Action Taken: AGENDA ITEM NO. 18.11: 15.11 Status of the Glacial Lakes Decision: The SEC advised that the project proposal for activities related to GLOFs mitigation should be submitted by HIMCOSTE. The HIMCOSTE (Himachal Pradesh Council for Science, Technology, and Environment) has submitted a proposal amounting to Rs 26.91 lakh on 21.10.2023. This proposal will be presented before the PAC approval to get funds under the State Disaster Mitigation Fund ( SDMF ).

AGENDA ITEM NO. 21.2 Agenda No. 20.3 Submission of the Memorandum of Damages and Losses of Monsoon-2023 to GoI In order to seek assistance from the Govt. of India, a memorandum of damage and loss amounting to Rs . 9902 Crore has been sent to Govt. of India, Ministry of Home Affair, on 23 September 2023. The Disaster Management Cell has also submitted Post Disaster Needs Assessment Report amounting of Rs 9020 Crore so that assistance from the central Govt. can be sought for reconstruction and rehabilitation activities. The matter is placed for the notice and ex post facto approval of the SEC.

Agenda No 20.6 Raising National/State Disaster Response Force (N/SDRF) Raising of SDRF as per the sanctioned strength Properly equipped and trained as per the need of the State. vision document for HP SDRF. There is need to develop HP SDRF as per the “Vision Document” on those lines. The deployment of HP Police personnel to SDRF should be made on NDRF pattern. The DGP is requested appropriate orders accordingly. Risk allowance to SDRF personnel on Uttarakhand and Maharashtra pattern NDRF also needs to be expedited as per the need and requirement of the State. Construction of its campus at Rampur needs to be taken up on priority. (e) DC Mandi to ensure prompt action on FCA case of NDRF land in Mandi. AGENDA ITEM NO. 21.2 Action Taken Report on Previous Meetings of the SEC (contd..) The DM-Cell has sent reminder to on 2 nd November 2023 all the concerned to submit the Action Taken Reports. Deputy Commissioner, Mandi has apprised that FCA Case of NDRF Land is recommended for Stage-1 and pending at IRO-Chandigarh.

Agenda No. 20.7 Establishment of Early Warning System (EWS) by the Specified Dam Authorities as per the CWC Guidelines 2015 and as per the provisions Dam Safety Act 2021 Decision : The decision taken in the review meeting on 18th August 2023 were ratified by the SEC for implementation. The DCs concerned were directed to assess damages and losses due to sudden releases and expenditure incurred on search and rescue and issue notice for loading the expenditure to the dam authorities as per the provisions of the DM Act or otherwise. Discussion with IMD to improve weather and seismic network in the State on Uttarakhand pattern Sri Kedamath Model of electronic surveillance and monitoring of Yatras /Temple complexes. Action Taken: The DM-Cell has sent reminder to on 2November, 2023 concerned Administrative Secretaries, Heads of Departments ( HoD ), DoE and Deputy Commissioners (DCs) to submit the Action Taken Reports. Agenda No. 20.8. Earthquake & Other Disaster Risk and Need of Mitigation & Risk Reduction Decision : Adoption of Model Building Bye Laws by all the ULBs Ensuring safe construction practices in rural areas Retrofitting of critical infrastructure like Schools, hospitals, Preparation of specific strategy to deal with earthquake risk Setting up of Hazard Safety Cell Regulating construction near rivers/streams and high slopes prepared database of all retired engineers of PWD, JSV, HIMUDA, RD a The White Paper on Earthquake Risk Mitigation may be implemented by all concerned. Action Taken: The DM-Cell has successfully conducted 13th edition of SAMARTH w.e.f . 1 to 15 October 2023 across the State. AGENDA NO. 20.9 Strengthening of Disaster Management Set up in the State AGENDA ITEM NO. 20.11 Circulation of revised Norms of Assistance notified by the NDM, MHA GOI for SDRF/NDRE. Action Taken: Revised norms have been circulated on 17th October 2023, and matter regarding enhancing allocation for state specific disaster has been taken up through Hon’ble Chief Minister with Union Home Minister, GOI to raise the ceiling. AGENDA ITEM NO. 20.10 Celebration of the IDDR – SAMARTH 2023 Action Taken: Matter under consideration stage.

Bidding document needs to be prepared to hire agency to carry out the study. Action in the matter is yet to be initiated. AGENDA ITEM NO. 20.13 Investment of Funds under SDRF/SDMF as per the Guidelines issued by MHA, GOI through the Reserve Bank of India Action Taken: The department has sent a second reminder to the Reserve Bank of India (RBI) regarding the opening of the SGL (Subsidiary General Ledger) account and the department is awaiting the opening of the SGL account for further investment-related activities. AGENDA ITEM NO. 20.12 Working to Reduce Vulnerability by Simulation Exercises

Action Taken: The DM-Cell has initiated correspondence with the respective districts regarding a COVID-19 fund. As of now, Chamba and Kullu districts have surrendered the amount, while the rest of the districts have not done . AGENDA ITEM NO. 20.15 Regarding HPSDMA (Covid-19) State Disaster Response Fund Action Taken: As per information collected by the DM-Cell approximately 128 Crores were lying in a bank account of respective district/departments. During the monsoon season, some of this amount was utilized by the district/departments. Except Mandi District, an amount of Rs 31.34 Cr were surrendered by the respective district to the DM-Cell, and it is being reallocated to other districts and departments. AGENDA ITEM NO. 21.4 Renaming/Re-designation of the name of the post of Deputy Programme Manager to Project Director- Project Management Unit (SDMF) The PMU to manage Mitigation Fund has been constituted in July 2023 to manage the fund under the HPSDMA after the getting the approval of the CMM. As per the guidelines of SDMF, mandates of the PMU are as under: Overall monitoring /coordination of mitigation projects at the national, state and district levels, and host decision support system for all the investments in mitigation. Setting up the PAC and Develop a Roster of Consultants for technical support; Inviting project proposals, conduct preliminary scrutiny and coordinate with the PAC for technical review; Coordination with Project Approval Committee for appraisal of selected projects Monitoring of implementation of Mitigation Projects; Set-up and manage a National Mitigation Portal for submission, approval, funding and monitoring of the project proposals at all stages; Monitor fund utilization and facilitate manage the Mitigation Funds, raise additional resources, and suggest improvement in Mitigation Strategy, Facilitate Research and Development in the field of Disaster Mitigation In this regard, the SEC is requested for renaming of the current position of Deputy Programme Manager to Project Director, Project Management Unit (SDMF) so that the HAS Officer appointed can be properly designated and work of the PMU can be run smoothly. The matter is placed for consideration and approval of the SEC.

AGENDA ITEM NO. 21.5 Streamlining and expediting the financial approval process within PMU To streamline and expedite the financial approval process within PMU, ensuring more efficient operations, the current title and approval limits may not align with the scope of responsibilities and financial decisions required in the role. By making this adjustment, we can enhance our efficiency and decision-making capabilities Additionally, it is also requested that the Deputy Programme Manager or if re-designated as Project Director he/she may be granted the authority to approve financial transactions up to the limit of Fifty thousand only (Rs.50,000) per month, towards meeting office and miscellaneous expenditure of the Project Management Unit from Management cost component of the SDMF Funds. The matter is placed for approval of the SEC and any other direction(s).

AGENDA ITEM NO. 21.6 Preparation of Landslide Mitigation DPRs – Proposal of IIT Mandi HPSDMA has received various proposals to mitigate landslide hazards. During the two meetings of the TAC (held on 4 th and 5 th Aug and 26 th Oct 2023) it was observed by the expert that the DPRs for landslide mitigation under SDMF are not as per the requisite formats. Consequently, there is a need to enhance the capacity of departments in the preparation of DPRs to ensure that they meet the required standards and formats. A proposal to prepare DPR has been received from the IIT Mandi amounting to Rs. 2.00 crore . AGENDA ITEM NO. 21.7 Monsoon Disaster, Lessons Learnt and Need for Building Resilience Monsoon Some of the reasons for such a large scale damage and destruction are as under:- Excess and Intense Rainfall Poor Drainage System Poor Construction Quality of Houses The houses were constructed on unsafe locations, The foundation of houses were not on solid/in-situ rocks, The quality of construction was poor, The RCC houses have constructed by Discarding Traditional Construction Practices Unscientific Cutting of Hills and Slopes Unscientific Disposal of Construction and Demolition Waste

AGENDA ITEM NO. 21.7 Monsoon Disaster, Lessons Learnt and Need for Building Resilience Monsoon (contd ..) What has Helped Pre-positioning of SDRF and NDRF Satellite Phones provided emergency communication at critical time and locations What Could have been Done Adequate storage of relief material such as tents, tarpaulin, bedding, utensils, etc. Advance distribution of ration in vulnerable locations – taking the ration to many locations using IAF choppers proved a very costly affair. Functional V-SATs of Police could have provided critical communication but in most the locations, they were down. With the help of TSPs, mobile BTCs could be pre-positioned in critical and remote location and would have filled in the communication gap 27

What worked Remedial/Preparatory Measures Needed The Dam Authorities need to set up Monitoring Network and set up EWS as mandated under law. Highway projects can be brought under the EIA Notification of the MoEF & CC Risk Based land use planning National Building Codes should be incorporated in Building Bye-Laws of all ULBs. There is need to promote traditional contraction. Slope stabilization should be integral part of all development works , Local arrangement of muck management needs to be ensured. Matters should be taken up by the HPPWD with GOI to keep the provisions of slope stabilization , drainage management , muck management and crash barriers in all projects to be sanctioned to the State to build resilience and avoid collateral damages in future due to road constructions. These practices need to be adopted in all National Highway Projects too. All construction should be ensured above HFL and at safe distance from the water channels and rivers All low lying areas within the flood plains at river terraces should be identified and mapped . No construction should be allowed in steep and unconsolidated slopes. There is need to take up large scale landslide mitigation activities. SOPs need to be put in place to remove Old building stock. upgrade monitoring network of IMD, CWC and GSI in the State to improve Multi Hards EWS. one Company of NDRF needs to be stationed at Shimla . SDRF needs to be raised to its full strength immediately, trained and equipped. We need to improve our response capacity, from local to State – training and equipment of HHGs, Civil Defence , Fire Services, Mountaineering Sub Centers, Police Stations, IRBs HQs, etc. There is need to work out plan to deal with old and vulnerable trees in Shimla city. In order to safeguard individual loss, particularly in housing sector and damage to vehicles, risk transfer should be made available and popularized. Flood level experienced this time will be marked at prominent and permanent place like bridge, building or any other structure AGENDA ITEM NO. 21.7 Monsoon Disaster, Lessons Learnt and Need for Building Resilience Monsoon (contd ..) 28 The matter is placed for the consideration and directions of the SEC.

To develop detailed SOPs for the response center including maintenance and storage of equipment as may be updated in accordance with the lessons learned from real incidents and mock exercises. Designing of training programs based on the specific needs and challenges of each response center including practical, hands-on exercises to enhance the skills . Furthermore, to provide refresher courses and continuous training to keep updated on new technologies and best practice. Continues capacity building of response centers for effectiveness and sustainability of disaster management. The matter is placed for the consideration and approval of the SEC.

AGENDA ITEM NO. 21.9 Presentation by Dr. Krishna S Vatsa , Member NDMA to Strengthen DRR Set up in Himachal Pradesh. Sh. Krishna S Vatsa , Member NDMA during his visit of Shimla made a presentation on 10 th October 2023 before the Chief Secretary to strengthen DRR system in the State of HP. The proposal involves Institutional Reforms in Disaster Management. Key feature of the PPT was as follows: Institutional Reforms in Disaster Management Research, Knowledge, and Documentation Prepare Four Key Documents Join the National Programmes Seek Additional Resources from Centre The matter is placed for the consideration of the SEC.

AGENDA ITEM NO. 21.9 Continuous IEC Activities by the SEC to Generate Public Awareness about Disasters I n accordance with the Ministry of Home Affairs' letter no. 33-02/2020-NDM.I dated 22nd April 2022, following the guidelines outlined for the constitution and administration of Preparedness and Capacity Building Funding Window under the National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) comprehensive Standard Operating Procedure (SOP) focused on General Awareness, Information, Education, and Communication (IEC) through various media channels has been prepared. The SOP primarily emphasizes four key sectors: Audio Jingles for Radio Channels: Video Jingles/Animated Videos for TV Channels: Advertisements for Newspapers/Magazines: Social Media Management: Accordingly, DM-Cell has prepared the SOPs. The same is placed for the consideration and approval of the SEC.

AGENDA ITEM NO. 21.10 Proposals under funding under the Preparedness & Capacity Building Fund of SDRF. During the period of Finance Commission, the State will receive around 273 crore . AGENDA ITEM NO. 21.11 Proposal to establish Earthquake Early Warning System in Himachal Pradesh. Project Lead, EEWS for Uttarakhand , Professor, Department of Earth Sciences, Centre of Excellence in Disaster Mitigation and Management, Indian Institute of Technology Roorkee , vide email dated 21-11-2023 has submitted a Proposal to establish Earthquake Early warning System in Himachal Pradesh. The system automatically detects the Primary wave onset referred to as P-Onset, Earthquake location determination, Earthquake Magnitude Prediction and finally Dissemination of warnings. The expected warning time to the major cities if the 1905 Kangra earthquake repeats in the region would be Shimla 37 Seconds, Solan 42 Seconds, Mandi 20 Seconds and Dalhousie 8 Seconds.   The proposed objectives are as follows: Installation of sensors (150 sensors) and sirens (100 sirens) across the State. For the network connectivity, BSNL ( VPNoBB ) and SWAN network will be used to fetch the data from sensors to the central server at IIT Roorkee . Maintenance and uninterrupted operation of sensors and the sirens for three years. To organize courses/ workshops/ seminars and training programs for administrators and other stake holders to understand the earthquake early warning system. To conduct Earthquake Early Warning mock drills in the state as per the requirement put by Himachal Pradesh State Disaster Management Authority so that they could check their preparedness for unforeseen earthquakes. Total Outlay and Duration of Project is Rs . 2159.17 Lakhs for a period of three years.

AGENDA ITEM NO. 21.12 Automation of Disaster Helplines 1070, 1077, 1100 and Integration with 112 for SEOC Shimla: There is a critical gap in the current emergency response infrastructure of HPSDMA, particularly in the domain of Call Management Systems. While HPSDMA currently lacks such a system, C-DAC Kerala's team has proactively developed a comprehensive system for the 112 Emergency Response Support System (ERSS) helpline. Recognizing the need for an autonomous system for State and District Emergency Operation Centres , C-DAC Kerala has submitted a proposal to address this requirement. HPSDMA formed a committee comprising expert departments and meeting organised on 06 th Dec, 2023. The project cost is divided into two components: Setting up SEOC with hardware, software, connectivity, and project management:- Rs 1.07 Cr Setting up DEOCs (12 Nos ) with hardware, connectivity to SEOCs, installation: - Rs . 1.52 Cr Total Project Cost : Rs 2.59 Cr The matter is placed for the consideration and approval of the SEC.

AGENDA ITEM NO. 21.13 SAT Phones Requirements for Emergency Communication Ensuring effective communication during disasters is paramount, and it's commendable that the State has already established a layer of satellite communication. However, there is a recognized need to enhance this communication infrastructure further. Currently, HPSDMA possesses 31 I-SAT Phones and 3 V-SATs, along with 37 I-SATs and 76 V-SATs with Police Department . The proposed budget for acquiring the necessary 78 I-SAT Phones, will be Rs . 2,48,01,660/- , ( Apprx .) includes additional costs for GST. Furthermore, an annual budget of Rs . 76,96,817/- ( Apprx .) , along without GST, is outlined to support the maintenance and operational expenses associated with the I-SAT Phones. The matter is placed for the consideration and approval of the SEC.

AGENDA ITEM NO. 21.14 Improving Weather Observation and Monitoring Network in the State to Improve Early Warning The current density of weather observation and monitoring network in the State is very sparse. There is need to need to improve it considerably. Matter has been taken with the Govt. of India, even at the level of Hon’ble Chief Minister, but there is no response from the Govt. of India. There is proposal to add to this network from proposed AFD EAP on HP DRR, but the project still needs State Govt. nod. However, the recent monsoon disaster calls for early action. This matter was discussed in a meeting chaired by the Director cum Ex-officio Special Secretary, Disaster Management with all the stakeholders on 24.11.2023 wherein the Uttrakhand Model was also discussed and Director IMD Uttrakhand and Officers of UK SDMA also participated. AGENDA ITEM NO. 21.15 Signing of MoU with OneWeb Satellite Communication to roll out a Pilot Project in HP OneWeb has launched 630+ satellites in the LEO (Low Earth Orbit). Its network will optimally provide high-speed, low latency and affordable connectivity for governments, defense, businesses, consumers, schools, and communities in locations that cannot technically or economically be served through existing connectivity solutions. They will be in the forefront of Disaster and Emergency Communication in line with the spirit of Tampere Convention and other national directions etc. They have shared draft of a Memorandum of Understanding ( MoU ) designed for cooperation between OneWeb and HPSDMA. It is proposed that   The draft MoU shall undergo vetting by the Law Department, Government of Himachal Pradesh. HPSDMA shall have the right to discontinue the MoU at any time. Any disputes between the parties shall fall under the jurisdiction of the Himachal Pradesh High Court.   The matter is placed for the consideration and approval of the SEC.
