be elementary and secondary athletes from public and
private schools who participated in the local and
regional meets {School and District/Municipal meet).
Provided, that, secondary athletes shall refer to both
junior and senior high school learners.

TobeeligibleasaparticipantinthePalarongPambansaand
otherlowermeets,anathletemustbe:
1.Filipinocitizen;
2.Enrolledinapublic,privaterecognizedschool,(schoolswith
recognition/permittooperate}orinPhilippineSchoolOverseas(PSO)at
thebeginningofthecurrentschoolyearandhaveattendedandcompleted
thecurriculumyear,regardlessofthedeliverymodeoflearning,except
thoseenrolledunderAlternativeLearningSystem.
ForathletesundertheAlternativeDeliveryMode(HomeStudyProgram,
ModifiedInSchoolOutSchoolApproach,OpenHighSchoolProgram},
theyshallbeallowedtoparticipateinthelowermeets,Division,
Regional,andPalarongPambansaprovidedthattheyshallrepresentthe
schoolordivisionorregionwheretheyareenrolled.

imposedandshallcommenceatthebeginningoftheschool

anotherschoolwithintheDivisionorfromonedivisionto

ScreeningofathletesfortheProvincialMeet2024maybeconductedafterthe
District/Municipalmeet.Thescreeningandevaluationofdocumentsoftheathletes,
coaches,assistantcoaches,andchaperonesmaybeconductedintheDivisionoratthe
hostDistrictwheretheProvincialMeet2024maybeheld.
Forthispurpose,theHeadoftheDelegationshallsubmittotheDSACwithinfifteen
(15)daysaftertheirDistrict/MunicipalMeet:
a.Themasterlistandpicturegalleries(softandhardcopies)oftheirathlete’scoaches,
assistantcoaches,andchaperones,statingintheiraccompanyingletter-recommendation
that:"Theyhadscreenedandevaluatedtheathletes,coaches,assistantcoaches,and
chaperonesofthesubjectregionalathleticdelegationandshallcertifythattheattached
documentsaretrue,completeandcorrecttothebestoftheirknowledgeandbelief,and
theyunderstandthatanyfalseinformationgivenoranytrueinformationwithheldfrom
saiddocumentsmayprovidegroundsforadministrativedisciplinaryaction;"

unlessotherwiseprovidedforbytheBoard,thefollowingsanctionsshall
beimposedagainsttheteamoftheRegionwhowillviolatetheruleson
eligibility;
a.Inteamcompetitions,thegameswheretheineligibleand/or
disqualifiedathletehastakenpartshallbedeclaredforfeitedinfavor
oftheopposingteam;and
b.lnindividualcompetitions,thegameswheretheineligibleand/or
disqualifiedathleteplayedshallbeforfeitedinfavoroftheopposing
athlete.

c.Individualswhoviolatetherulesoneligibilitymaybesuspended
orbannedfromparticipatinginfuturesportscompetitions
