Flood is defined as "the temporary condition of surface water (lake, sea, rivers), in which the water level and/or discharge exceeds a certain value,
thereby escaping from its normal confines" (Douben, 2006). Flood is one of the most threatening calamities that can occur to humanity. Urban
areas in particular suffer from comparatively high floodrisk due to high population number and density, multiple economic activities and lots of
infrastructure and property values (Pelling, 2003). One way to lessen or prevent the dangers, casualties and damages caused by flood is by risk
indexing or risk assessment. Risk assessment is a method of determining the nature and the possible impact of natural hazards to people,
properties, and livelihoods exposed. Risk assessments includes: a review of technical characteristics of hazards such as their location, intensity,
frequency and probability, the analysis of exposure and vulnerability including physical, social, health, economic and environmental dimensions,

variables such as frequency of rainfall, water level, perhaps combined with factors such as speed of onset, duration and spatial extent are
considered (Gotangco Castillo, 2007). Second is exposure, it is the nature and degree to which a system is exposed to flood the factors
considered are the number of affected people or family, the duration of the flood, ect. (Pelling, 2003). And lastly, the vulnerability, it "is the
process used to identify vulnerable conditions which are exposed to natural hazards." (Davis, 1990). The factors considered under vulnerability
