CSO Accreditation is the official recognition by the Sangguniang Bayan (SB) or Sangguniang Panlungsod (SP) of a Civil Society Organization (CSO) that allows them to participate in local governance, particularly as members of the Local Special Bodies (LSBs) such as the Local Development Council (LDC), Local School Board, and Local Health Board.

Legal Bases

1987 Philippine Constitution – promotes people’s participation in governance.

RA 7160 (Local Government Code of 1991) – Sections 34-36 mandate LGUs to promote NGO/PO/CSO participation.

DILG Memorandum Circular 2019-72 – Guidelines on CSO Accreditation and Selection of Representatives to the LSBs.

Purposes of Accreditation

To formally recognize CSOs as legitimate partners in local governance.

To allow CSOs to represent their sector in Local Special Bodies.

To institutionalize citizen participation in development planning, monitoring, and evaluation.

To promote transparency, accountability, and inclusivity in local decision-making.
