Performance Monitoring Plan
Annual Performance Monitoring Plan Annual Performance Monitoring Plan defines how each result, at output level, is monitored and details how indicators will be measured. Importance of Monitoring Plan: Ensures monitoring is thought-through right from the beginning. Ensures systematic monitoring; not ad-hoc activity Ensures consideration is given to what, who, when, how and use of monitoring Clarifies roles and promotes coordination in monitoring. Connects planning to data collection to use Planning Data Collection Use -Results -Indicators -Baselines -Targets -Means of verification -Data source -Data collection methods -Geographical sites -Frequency of data collection -Responsible person -Who uses which data? -When do they use it? -For what purpose do they use it? Key elements of Annual Performance Monitoring Plan:
ANNUAL PERFORMANCE MONITORING PLAN (2021-2022): _____________________ FIELD OFFICE Results & Indicators Baseline Target Data Collection Reporting utilization/use Methods of data collection Sites Data Source Responsible person Frequency Means of Verification OUTCOME #: : Output #: Indicator # 1: Indicator # 2: Indicator # 3: Indicator # 4: Indicator #:
A monitoring plan needs to clarify the following planning questions? What are we monitoring? What result or indicator? Who is responsible for monitoring? Programme manager? Partners? TPM? When are we going to monitor it? Frequency and timing: Monthly? Quarterly? Specific date? Where are we monitoring what we said we monitor? What is the unit of analysis? Schools, Health facilities, IDP camp, Communities? How are we going to monitor? Field visit?, assessment? which tools? Sampling method? How are we going to use the information? Which reporting mechanism? Information using for what? Annual Performance Monitoring Plans- Key Questions
Baseline vs Target NOTE: The source for the Baseline should be the source for MoV as much as possible. Target should be stated consistently: Target value only when indicator is measure at a point in time Target value plus baseline when indicator is cumulative BASELINE TARGET -Status/value of the indicator at the beginning of an intervention. -Status/value of the indicator to be achieved at the end of the intervention. - Starting point - Expected end point/destination -Current condition/Performance level - Desired condition / performance level
DATA SOURCE VS MEANS OF VERIFICATION DATA SOURCE MEANS OF VERIFICATION -Data at individual partner/service delivery level - Data at aggregate level -At data collection level - At reporting level -It involves raw/unprocessed data -It involve data processing or analysis
METHODS OF DATA COLLECTION Survey Assessment Focus group discussion Questionnaire Checklist Personal interview Key informant interviews Observation Measurements or counts Desk review of documents/records Discussions Photographs Videos/sound recordings Meeting observation Media monitoring
