ANTMANIRBHAR BHARAT

Introduction Atmanirbhar Bharat Abhiyan (Self-reliant India Mission) is a campaign launched by the Central Government of India which included an Rs.20 lakh crore economic stimulus package and a number of reform proposals. As part of the relief measures in the aftermath of  COVID-19 , the Prime Minister announced a special economic package and gave a clarion call for “ Atmanirbhar Bharat ” or “Self-reliant India”. He noted that this package totals Rs 20 lakh crore, including the government’s recent announcements on supporting key sectors and measures by Reserve Bank of India, which is equivalent to almost  10% of India’s GDP .

3 WHAT IS ATMANIRBHAR BHARAT ? The meaning of the term ‘ Atmanirbhar Bharat’  is  self-reliant India . In his speech, the Prime Minister observed that to fulfill the dream of making the 21st century India’s, the way forward is through ensuring that the country becomes self-reliant . Talking about  turning a crisis into an opportunity , he gave the example that the production of PPE kits and N-95 masks in India has gone up from almost being negligible to 2 lakh each, daily. Remaking that  self-reliance is the only way out for India , the PM quoted from our scriptures “ Eshah Panthah ”, that is – self-sufficient India.

Self-reliance will make globalization human-centric . The definition of self-reliance has changed in a globalized world and it is different from being self- centred. India’s fundamental thinking and tradition of “ Vasudhaiva Kutumbakam ” provides a ray of hope to the world. Self-reliance does not mean cutting India off from the world. India believes in the welfare of the world and India’s progress is linked with the world. The world trusts that India has a lot to contribute to the development of the entire humanity. The PM also stressed on the need to be vocal for local products and urged people to buy only local products. 4

5 FROM WHERE WILL THE MONEY COME FOR 20 LAKH CRORE PAKAGE? There are two ways government finances its deficit: – through market borrowing, both internal and external – deficit monetization by the RBI. The former increases public debt which has to be paid by future generations through higher taxes. The latter if done excessively can lead to high inflation. It looks inevitable now that RBI will have to monetize big part of the deficit. In other words, RBI will have to print currency to finance the 15-16% fiscal deficit. This is including the deficit of state governments. Borrowing from the private sector is one

8 Five Pillars of a Self-reliant India Economy : contemplates not an Incremental change but a quantum leap so that we can convert the current adversity into an advantage. Infrastructure : that can be an image of modern India or it can be the identity of India. Systems : driven by 21 st -century technology, and that is not based on old rules. Democracy : a vibrant democracy that is the source of energy to make India self- reliant. Demand : where the strength of our demand and supply chain is utilized intelligently .

Prime Minister announced the ‘Atmanirbhar Bharat Abhiyan (or Self-reliant India Mission)’ with an economic stimulus package worth Rs 20 lakh crores aimed towards achieving the mission. This package will give a new impetus to the development journey of the country in 2020 and a new direction to the Atmanirbhar Bharat Abhiyan campaign. The announced economic package is 10% of India’s Gross Domestic Product (GDP) in 2019-20. The amount includes packages already announced at the beginning of the lockdown incorporating measures from the RBI and the payouts under the Pradhan Mantri Garib Kalyan Yojana. Special Economic and Comprehensive Package of Rs 20 Lakh Crore 11 Tranche 1 – relief and credit support related to businesses, especially the MSMEs to support Indian Economy to fight against COVID-19. Tranche 2 – short term and long-term measures for supporting the poor, including migrants, farmers, tiny businesses and street vendors. Tranche 3 – measures to strengthen Agriculture Infrastructure Logistics, Capacity Building, Governance and Administrative Reforms for Agriculture, Fisheries and Food Processing Sectors.

Tranche 4 – structural reforms across Eight Sectors i.e. Coal, Mineral, Defense, Civil Aviation, Power, Social, Space and Energy Sectors paving way for Aatma Nirbhar Bharat. Tranche 5 – measures towards Government Reforms and Enablers in seven measures such as providing employment, support to businesses, Ease of Doing Business, and State Governments as well sectors such as Education and Health. 12
