Republic Act 7160 SECTION 16. General Welfare . – Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants.

DUTIES AND FUNCTIONS 1. Formulate the Barangay Peace and Order and Public Safety Plan which shall be incorporated in the Barangay Development Plan, and recommends measure to improve or enhance peace and order and public safety in the community; 2 . Monitor and coordinate the implementation of peace and order programs and projects at the barangay level, including anti-illegal gambling activities;
DUTIES AND FUNCTIONS 3. Serve as an information gathering mechanism ; 5. Monitor and check the nefarious activities of criminal elements; 4. Establish and maintain profile of all residents in the barangay ; ( MC 2005-69 REGISTRY OF BARANGAY INHABITANTS ) 6. Identify barangay constituents with strong deviant behavior for referral to appropriate authorities;
DUTIES AND FUNCTIONS 7 . Maintain continuing dialogue, close coordination and rapport with the higher POC and law enforcement units ; 8. Monitor , coordinate and supervise the operation of all community based anti crime movements within the barangay;
DUTIES AND FUNCTIONS 9. Make periodic assessment of the prevailing peace and order situation in the barangay, and submit a report, to include an assessment and situation report on illegal gambling, with appropriate recommendation to the higher level POC; and 10. Perform such other function which may be assigned by the POC .
