CHALLENGE STATEMENT 19-05-2023 4 MP-II As per IRDAI(Insurance Regulatory and Development Authority of India),more than 50% of vehicles are uninsured in India . This means that about 13.2 crore vehicles on Indian roads are running without the mandatory third-party insurance covers . It is mandatory for every vehicles to have a valid fitness certificate,but these certificates are not maintained properly in some vehicles. Consumption of time is very high to check the records manually. Road accidents that might take place due to improper condition of a vehicle.

19-05-2023 7 MP-II EXISTING METHOD In the existing system , Automatic License Plate Recognition is a system which identifies the characters directly from the image of the license plate. Character Recognition is the final stage of Automatic License Plate Recognition System (ALPR). Automatic License Plate Recognition is an image processing and pattern recognition technique used to identifying vehicle license plate number from an image or video of a vehicle. This system can quickly and easily identify vehicles by their number plate. This system is applicable for different kind of number plates by recognizing single and double line number plates

19-05-2023 MP-II 8 PROPOSED METHOD In our proposed method , a program is developed using python to verify the data of a vehicle. The camera fixed will detect the number plate. Once the image of the car is detected, then it will get the location of the number plate using HaarCascade. HaarCascade is an algorithm that can detect objects in image.In our method HaarCascade is trained to detect the number plate in the image. Once the location of the number plate is detected, then the number plate is cropped.

PROPOSED METHOD Optical Character Recognition is applied on the number plate to extract the characters on it. Data of the vehicle evaluated: Insurance Fitness Certificate On account of traffic rule violation, Our proposed method will generate some amount of fine for the vehicle . A message will be sent by push bullet to the respective officers.

19-05-2023 MP-II 10 PROPOSED METHOD The details of the fined vehicles will be stored in the Data base. With the help of the data base, police can take action on the vehicle and its owner. The insurance and fitness certificate details of the vehicle should be updated regularly.

CONCLUSION 19-05-2023 MP-II 18 As a result of using our solution, it is easy for the officers to check the vehicle. It is easier than checking the vehicles manually.  As a result, it will reduce the traffic rule violation in addition to that the details of the vehicle which violate the traffic rule’s will be stored.

FUTURE WORK 19-05-2023 MP-II 19 We are just at the beginning of exploring the insurance and fitness certificate using the number plate recognition. We are only using python programming language for our project. There are other high level programming languages which handles large data given like JAVA, etc... More advancement can be made using high resolution cameras for image processing.t is very helpful for the police in highways, tollgate and other emergency situations. The generation of fine can be improvised and can be made to generate a accurate fine for the (person who doesn't has fitness and insurance certificate Correctly). Data storage can be improved using other high technology.
