OBJECTIVES 2 To know how Bilbao revitalized the urban space. To understand capacity of citizenship to participate in city planning and make informed decisions about the kind of city they want to live in.

Bilbao Spain 3 Bilbao is the most important city in the Basque Country, located in the North of Spain near the French border, with a metropolitan area population of over 1,000,000 inhabitants . The city experienced a deep transformation in recent years, shifting from an industrial city to a financial and service-oriented city, complemented by a significant focus on culture and architecture . Bilbao was one of Spain's industrial pillars , driven by its harbor and steel industry along the Nervion r iver It faced challenges such as pollution and unemployment during the 70s and 80s >> marked by the violence of ETA and the hardness of the Police

Bilbao Metropoli 30 4 Metropolitan Bilbao consists 44 municipalities along the Nervion River , forming a single demographic and economic nucleus with a shared industrial tradition. "Bilbao Metropoli-30" association was created to coordinate actions between private sectors and public administrations at the city, province, regional, national, and European Union levels. The main task of "Bilbao Metropoli-30" is to design and execute the Strategic Plan for the Revitalization of Metropolitan Bilbao A key goal of the Strategic Plan was the recovery of the metropolitan estuary, the Nervion , which was heavily polluted due to the industrialization process.

Bilbao: Cultural and architectural city 5 The first step in transforming Bilbao into a service city was to increase the cultural activities and construct necessary infrastructure . Guggenheim Museum >> considered the most emblematic building in this revitalization process As the museum was replacing old factories and warehouses >> unemployed citizens were skeptical about the investment in cultural facilities during an ongoing economic crisis . A change of strategy was necessary to garner support for the Bilbao Guggenheim Museum . A realistic computer-aided design (CAD) model, along with a video showcasing the steel structure construction, was created to generate enthusiasm and public support .

Bilbao: Cultural and architectural city 6 The cultural equipment >> further enhanced with the construction of the Euskalduna Music Palace , designed by Federico Soriano and Dolores Palacios, contributing to the overall success of Bilbao's cultural transformation.

Communications 7 FOSTERITOS Sir Norman Foster planned city center underground stations with originality, simplicity, efficiency, and integrated architectural features Stations feature a 160 m2 gigantic cavern, housing track bays, platforms, mezzanines, and access walkways with hanging halls . The Metro architecture, including the unique " fosteritos " structures in the street, provides a sense of extraordinary spaciousness for passengers. Initial challenges with interior design resolved by a virtual journey showcasing luminosity and space sensation Citizen involvement achieved by opening a station and underground unit in advance, incorporating feedback into project

Communications 8 Bilbao airport offered 600+ weekly flights to major cities in Spain and Europe. Air traffic rise and deregulation drove a modernization extension project at Bilbao Airport by Santiago Calatrava .

Bilbao City Centre: Abandoibarra 10 Cesar Pelli won an international contest to revitalize Abandoibarra >> with the main challenge of reordering the spaces and eliminating traces of old industrial infrastructures to create a new urban space in harmony with the city center .

11 Two-thirds of the 30-hectare site >> parks and open spaces A high-speed roadway was transformed into a boulevard with pedestrian crossings, and a light rail was introduced to connect the main cultural centers : Frank Gehry's Guggenheim Museum and the city's opera house. Abandoibarra features office buildings, including an emblematic 30-story tower , along with a commercial center and residential buildings. The project presented to the public with computer models and photo-realistic images through a 300 square meter stand in the city >> encouraging enthusiastic citizen participation through debates, workshops, and a dedicated newspaper Bilbao City Centre: Abandoibarra

15 Conclusion The presence of projects and ideas from renowned architects like Gehry , Foster, Pei ,, Calatrava et along with media exposure, contributed to citizens' increased architectural awareness . In the international contest for Abandoibarra , a parallel non-binding contest was held among Bilbao residents, and they selected the same project as the international jury , demonstrating their ability to understand and decide based on computer simulations and photo-realistic images. The experiences in Bilbao raise the question of whether citizens can be effectively involved in the development of their cities, aided by realistic computer-aided architectural designs .

16 Reflections Citizens participation plays vital for shaping the city Bringing nature in planning helps to promote overall development. Awareness is important. Every place has its own strength which should be preserved and promoted for overall development.
