Objectives: 1 . Identify Government – initiated programs to alleviate(reduce, lessen, relieve) poverty 2. Appreciate the efforts of the national government in promoting community development towards solving massive poverty, and 3. Promote the importance of solidarity amidst today’s situations.
Poverty Alleviation Grants of the Government Here are the identified programs of the Philippine government to alleviate financial crisis of the country especially in times of pandemic:
1. Pantawid ng Pamilyang Pilipino Program (4Ps) - is the human development measure of the national government that provides conditional cash grants to the poorest of the poor to improve the health, nutrition and education of children aged 0 – 18.
OBJECTIVES: The 4Ps has dual objectives as the flagship poverty alleviation program of the Aquino administration: 1. Social Assistance , giving monetary support to extremely poor families to respond to their immediate needs; and 2. Social Development , breaking the intergenerational poverty cycle by investing in the health and education of poor children through programs such as: a. Health check-ups for pregnant women and children aged 0 to 5; b. Deworming of schoolchildren aged 6 to 14; c. Enrollment of children in daycare, elementary, and secondary schools; and d. Family development sessions .
2. Department of Labor and Employment (Dole) Tulong Panghanapbuhay sa ating Disadvantaged/ Displaced (TUPAD) – is a community based (municipality/ barangay) package of assistance that provides emergency employment for displaced workers, underemployed, and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed. https://www.dole.gov.ph/tupad-contents/
Only the following types of projects can be supported with such assistance: Social community projects, such as repair, maintenance, and/or improvement of common public facilities and infrastructure such as schools and health centers, debris clearing, de-clogging of canals, debris segregation and materials recovery, stockpiling and clearing Economic community projects like repair , maintenance and/or rehabilitation of farm-to-market roads, bridges, post-harvest facilities, public markets and common service facilities such as production and display centers, fishports Agro -forestry community projects, such as tree planting, seedling preparation, and reforestation
3. Balik Probinsya , Bagong Pag-Asa Program - aims to provide hope for a better future to Filipinos through equity in resources throughout the country that will boost, implemented by DSWD. countryside development. (balikprobinsya.ph)
This program is geared towards addressing Metro Manila’s congested urban areas by encouraging people, especially informal settlers to return to their home provinces and assist them in this transition with support and incentives on transportation, family, livelihood, housing, subsistence and education, among others. Government agencies will be all hands on deck in ensuring the continuous improvement of economies and quality of life in the provinces with the program’s long term plans on various investments in infrastructure, agriculture, business, transportation and access to a responsive healthcare system. Local governments will be empowered to effectively manage crises to come and build resilient communities.
The Department of Labor and Employment through the Bureau of Workers with Special Concerns will strengthen its promise of inclusive growth by providing sustainable livelihood, through the DOLE Integrated Livelihood Program (DILP). The DILP is a flagship program of the DOLE that provides grant assistance for capacity-building on livelihood and entrepreneurial ventures for vulnerable and marginalized workers.
4. Scholarship Grants for College Students - Scholarships are generally based on academic or athletic merit, while grants are intended to solve financial need (debt.org/students/scholarship-and-grants)

7. Sustainable Livelihood Program – The Department of Social Welfare and Development aimed to deliver a capacity building programs to develop the entrepreneurial and labor skills of poor households by providing them with opportunities to enhance their access to basic social services and standard of living.
