GOAL The goal of these Guidelines is to promote the humane care of animals Ensure that animals are not subjected to unnecessary pain or suffering before during or after the performance of experiments. These guidelines provides basic provisions for animal care in using animals for teaching and research purposes. 2
MEMBERS IN CPCSEA The rule was passed in 1998 Minimum members – 1 member from biological scientist 2 should from different biological disciplines 1 should be veterinary 1 should incharge of animals with qualification of masters The chairperson will be nominated by above 5 members 1 scientist should be outside of the centre 1 known scientist well known person of society like teacher 3
GUIDELINES VETERINARY CARE QUARANTINE, STABILIZATION AND SEPARATION ( quarantine for small animals is one week & for larger is six weeks , stabilization time depend upon the type and duration of animal transportation, the species involved and the intended use of the animals., separation of animals by species ) SURVEILLANCE, DIAGNOSIS, TREATMENT AND CONTROL OF DISEASE PERSONAL HYGIENE 4
MULTIPLE SURGICAL PROCEDURES ON SINGLE ANIMAL(not to be practiced unless specified in a protocol only approved by the IAEC ) DURATIONS OF EXPERIMENTS(not more than 3 yrs) PHYSICAL RESTRAINT(The period of restraint should be the minimum required to accomplish the research objectives. Animals to be placed in restraint devices should be given training to adapt to the equipment.) 5
ISOLATED AREA PHYSICAL FACILITIES (Building materials, Corridor(s), animal room doors , floors , walls & ceilings, storage areas, facilities for sanitizing equipment and supplies, ) experimental area ENVIRONMENT ( temperature [18-29 c ]and humidity control[30-70%], ventilation, power and lighting , noise control) 6 PHYSICAL PLANT or ANIMAL HOUSE
ANIMAL HUSBANDRY CAGING OR HOUSING SYSTEM ( Provide adequate space, Provide a comfortable environment, Provide an escape proof enclosure that confines animal safety ,Provide easy access to food and water ,Provide adequate ventilation, Keep the animals dry and clean) SHELTERED OR OUTDOOR HOUSING FOOD BEDDING(change twice a week ) WATER SANITATION and CLEANLINESS WASTE DISPOSAL 7
ANIMAL HUSBANDRY PEST CONTROL EMERGENCY, WEEKEND AND HOLIDAY CARE RECORD KEEPING ( Staff record , Health record , SOPs Stock, purchase and sales records Records of experiments conducted with the number of animals used (copy of Form D) Death Record ,Clinical record of sick animals Training record of staff involved in animal activities Water analysis report 8
TRANSPORT OF LABORATORY ANIMALS Mode of transport Containers Animal density in cages Food and water during transit Protection from transit infections, injuries and stress. 9
ANAESTHESIA AND EUTHANASIA Anaesthesia ;- Local and general anaesthetics Inhalants , I.V, I.M Side effects may cause excessive salivation , convulsions , excitement . Veterinary care require till complete recovery If during the experiment the investigator feels that he has to abandon the experiment or he has inflicted irreparable injury, the animal should be sacrificed. 10

ANAESTHESIA AND EUTHANASIA Euthanasia should be ;- a. Death, without causing anxiety, pain or distress with. minimum time lag phase b. Minimum physiological and psychological disturbances. c. Compatibility with the purpose of study and minimum emotional effect on the operator. d. Location should be separate from animal rooms and free from environmental contaminants. 12
