world to introduce a digital 
passport, which is legally 
equivalent to a paper one. In

EXAMPLE OF REFORM 2: IMPLEMENTING
SINGLE ADMINISTRATIVE PROCEDURE
The Law “On administrative procedure” 
came into effect in December 2023
The DL "On Amendments to Certain 
Legislative Acts in Connection with the 
Adoption of the Law of Ukraine "On 
Administrative Procedure", which will 
regulate 190 areas and procedures, 
developed by CMU and adopted in the 1st 
reading by the VRU in December 2023
Developed methodology of assessment of 
digital services for compliance with LAP 
as well as 12 characteristics of quality 
services
Developed and implemented several LAP 
professional development programs for 
the public servants and officials of the 
local self-government

More than 75 trainers have completed the LAP ToT,
including 15 Judges, 35 trainers have been certified
to train public servants and officials of the local
self-government

COMMUNICATION IS IMPORTANT
Working group on communications under the PAR 
Coordination Council established to streamline PAR 
communications by the official stakeholders. It 
includes representatives of the key stakeholders: 
SCMU, Ministry of Justice, Ministry of Digital 
Transformation, National Agency of Ukraine for Civil 
Service, VRU and TA project EU4PAR. As a result:
The official communication of PAR covered over 120 mln 
people in only 2nd half of 2023. Key speakers: Minister of 
CMU, Head of NAUCS, Ministry of Justice, Vice-Speaker of 
the VRU, the MPs of the VRU Committee on state building 
and local self-government, Prime Minister 
of PAR related topics in media and social media overall 
during 2nd half of 2023
of all mentions – Civil Service Salary Reform – the most 
resonance topic of 2023
Communication activities included: live broadcasts on TV, 
news and author’s articles, video blogs and videos, public 
Ukrainian and international events, press conferences,
