E-Government
Greece is experiencing a significant digital
transformation aimed at fully digitizing the
country by 2025.
This initiative aims to reduce bureaucracy,
simplify procedures, and enhance the digital
economy.
Despite ranking 25 out of 27 EU Member States
in the European Union Digital Economy and
Society Index (DESI), Greece has seen
considerable progress, especially with the
acceleration brought about by the pandemic.
The digital public services platform, gov.gr, has
become increasingly popular among Greeks,
with the number of active users of e-
government services reaching 69%, which is
above the EU average. In 2022, the platform
facilitated around 1.2 billion transactions across
nearly 1570 services​
E-Government
In terms of internet infrastructure, Greece enjoys robust
coverage through LTE, LTE+, and 5G technologies, but
with notably slower speeds compared to most EU
countries.
The gov.gr portal offers over 1666 digital public services
across various categories. These include agriculture and
livestock, justice, education, and health, to employment,
insurance, and family-related procedures.
This expansive digital initiative aims to streamline
interactions between the government and citizens,
enhancing efficiency and accessibility

E-Government
The sentiment of Greek citizens towards
digitalization appears to be positive, particularly as
the country is making strides in digital government
services and the overall digital economy.
But, as the population in Greece aged 65 years and
above is 23.1% of the total population, acceptance of
digitalization is slow.
Greece is also one of the most mountainous countries
in Europe (80% of its territory characterized as
mountainous). Hard to reach remote villages and
islands prove difficult to expand digital services to
citizens in every corner of the country.

Digital Elections
There is still no program that supports digital elections but the broad digital
transformation efforts, including substantial investments in digital
infrastructure and public services, indicate a strong foundation that could
support such initiatives in the future.

The Greek government has established the
National Cyber Security Authority (NCSA) to
oversee and implement a comprehensive
national cybersecurity strategy.
The sentiment among Greek citizens regarding
cybersecurity, data, and identity protection is
increasingly significant, given the country's
digital expansion and recent cyberattacks such
as the publicized attack on Greece's National
Gas System Operator (DESFA).

energy sector, particularly in renewable energy, aiming to significantly
increase its capacity. The country has seen a substantial increase in

turbines on the many Greek mountains.
